Biography
Doctor of Law. Since 2012 — professor of the Department of Constitutional Law of NU «Odesa Law Academy». From 2004 to 2009, held positions of assistant, senior lecturer, associate professor of the Department of Constitutional Law of Odesa NUA. Headed the university's advisory center for electoral law and electoral technologies, and also held the position of acting vice-president, vice-rector for research and international relations. Member of the Scientific Advisory Council under the Supreme Court since 30.08.2018. Deputy head of the specialized academic council of NU «Odesa Law Academy».
Scientific work
Prepared one candidate of legal sciences — Grabova Yanina Oleksandrivna. Was not an opponent of dissertation defenses. Prepared two reviews on dissertation abstracts. Has a number of scientific works, in particular on the topic «Electoral technologies in Ukraine: constitutional and legal support», «Constitutional transformations in electoral law», «Electoral engineering in Ukraine», «Preferences of the technology of distribution of representative mandates», «Removal of parliamentary immunity: legal nature, problems and prospects of jurisdiction determination», etc.
Legislative work
In 2012–2015 was a member of the Constitutional Assembly, in 2012 participated in the development of the draft law on amendments to the Constitution of Ukraine. Participated in the development of the draft law «On elections of people's deputies» (2010), prepared comments and proposals to draft laws «On higher education», «On scientific and scientific-technical activity» (2015).
Advocacy activity
Has the right to practice advocacy since 2006. Director and founder of PE «Consulting and Legal Center Business Consulting». Partner of AO «AS». Individual entrepreneur since 2002, including activities in the field of law according to NACE.
Participation in the electoral process
In 1998, 2006, 2010 participated in election campaigns as a scientific consultant, in 2002–2004 was an assistant to the people's deputy of Ukraine Sergii Kivalov. In 2012 was deputy head of the district election commission in the elections of people's deputies of Ukraine, and in 2014 — in the early elections of people's deputies of Ukraine, nominated by the Party of Regions.
Awards
Honored Lawyer of Ukraine (Presidential Decree 2017). In 2015 became a laureate of the Yaroslav Mudryi Prize, established by the National Academy of Legal Sciences of Ukraine and the National Law University named after Y. Mudryi. Has a letter of appreciation from the Central Election Commission in 2012.
Family ties
Lives together with Valerii Cherkasov — director of LLC «Portmarin Group», which is engaged in the organization of intermodal transportation, chartering, as well as agency services in the ports of Odesa, Chornomorsk and Kherson. Has a son. Mother — head of the parasitology laboratory of the Odesa Regional Laboratory Center of the Ministry of Health of Ukraine. Father — pensioner, previously worked as head of a gas station. Brother Afanasiev Yurii Volodymyrovych — individual entrepreneur.
Declaration
Declared an apartment in Odesa with an area of 85.5 sq.m, a share of ownership together with parents in an apartment in Odesa with an area of 62.7 sq.m. Civil husband declared apartments in Odesa of 104 sq.m, 73.3 sq.m and 50% of an apartment in Odesa of 63 sq.m, a summer house in Molodizhne of 128.2 sq.m, a land plot there with an area of 600 sq.m. The family has five cars: Nissan Juke 2016, two Mitsubishi 2009 and 2002, Ford Fiesta 1993 and VAZ 1987.
Candidate's income from entrepreneurial activity in 2017 amounted to UAH 675,246, husband's — 132 thousand UAH. Husband also received a salary of 85 thousand UAH. Maryana Afanasieva herself earned twice as much — 168.5 thousand UAH plus 24 thousand UAH for part-time work. Also received a non-monetary gift from her husband worth UAH 249,224.
Regarding judicial remuneration
"Before the announcement of the competition, I did not consider the possibility of building a professional career in the direction of public service for myself, and the only reason for this is the unacceptably low remuneration. Unacceptable compared to the importance of decisions made by public authorities; unacceptable because it becomes the basis for choosing between morality and material benefit," — notes M. Afanasieva in the motivation letter.
Competition to the Supreme Court-2017
Participated in the previous competition for the position of judge of the CAS of the Supreme Court. Was eliminated from the competition because she received a score lower than the minimum acceptable score based on the exam results (results of anonymous written testing — 74.25 points, practical task — 42 points; total exam result — 116.25 points).
Recommendations
Among the persons who can recommend her, she indicated the director of LLC «Autotechcenter» Dmytro Travinov. In 2015, «Nashi Hroshi» wrote that D. Travinov is the owner and permanent director of the company «Autotechcenter», which for the last 7 years regularly wins tenders of the Illichivsk port for renting forklifts. During this time, contracts worth UAH 90.57 million were concluded with the company. In 2017, the internet portal 368.media mentioned the entrepreneur in the article «Chornomorsk port is involved in a tax evasion case».
