Biography
PhD in Law (Koretsky Institute of State and Law of the NAS of Ukraine) since 1998. Graduated from the Ukrainian Academy of Internal Affairs (1989–1993). Associate professor since 2002.
Served in the Soviet Army in 1985–1987, served in internal affairs bodies in 1988–2000. Indicated that since 2000 he has been working as an associate professor of the Department of General Theoretical Jurisprudence and Public Law of the Faculty of Law Sciences at NU "Kyiv-Mohyla Academy".
In 2014–2016, he was a member of the political party "National Democratic Party of Ukraine." Ran for the Kyiv City Council in May 2014 and for the Verkhovna Rada in the 2014 elections on the lists of this party, but it did not overcome the electoral threshold. Individual entrepreneur since 2000, providing legal services.
Was three times held administratively liable for traffic violations (in 2009 and 2013).
Member of the NGO "Center for the Study of the Rule of Law."
Competition for the Supreme Court-2017
Applied for the position of judge of the Administrative Cassation Court of the Supreme Court during the previous competition to the Supreme Court, but was not admitted based on the review of documents.
Test Developer
Under contract with the Center for Commercial Law within the framework of the international technical assistance project, developed test tasks on the topic of corruption prevention in the activities of judicial executors (2016); under an institutional agreement with the UN Development Program in Ukraine in 2016, developed tests for the recruitment of personnel for the National Agency on Corruption Prevention. Under contract with the international development project (USAID) "Fair Justice" in 2014, as part of a working group, analyzed judicial practice and prepared a training program for training judge-teachers of the National School of Judges.
Scientific Activity
Interned at the universities of East and North London and at the College of Law of England and Wales in 2001. Did not receive a certificate based on the results of training. Made a study visit to the USA in 2017. Member of the special council of NaUKMA. Has not supervised candidates or doctors of sciences. Was an opponent of dissertation defenses 6 times (at the National Academy of Internal Affairs). Author of publications on the rule of law. Was an expert at seminars "Rule of Law in the Activities of Local Self-Government Bodies in Ukraine" and "Local Norm-Making of Local Self-Government" for employees of local self-government bodies under the aegis of the Folke Bernadotte Academy (Sweden) and the Swedish International Development Cooperation Agency (SIDA) in 2015–2018. Participated as an expert in the Summer School on General Theory of Law with the support of the OSCE project coordinator in Ukraine.
