Biography

Born in Lviv. Graduated from Ivan Franko Lviv National University with a specialty in «international economic relations» and «law». From 2004 to 2017 worked at the Classical Private University as a senior lecturer, head of department, associate professor of the department, vice-rector for scientific work. According to the resource «Posipaky», during the 4th convocation of the Verkhovna Rada he worked as an assistant to people's deputies from the Communist Party of Ukraine Vyacheslav Anisimov and Volodymyr Matviyov.

Professor of the Department of Constitutional, Administrative and Financial Law at the Classical Private University. Doctor of Juridical Sciences (Taras Shevchenko Kyiv National University, 2010). Since February 2017 — chief researcher of the Legislation Monitoring Department of the Legislation Institute of the Verkhovna Rada.

At different times also worked at the Antimonopoly Committee of Ukraine, Western Donbas Institute of PJSC «Higher Educational Institution «Interregional Academy of Personnel Management», Dnipropetrovsk State Agrarian and Economic University, Research Institute of Financial Law, Kyiv University of Tourism, Economics and Law (associate professor from June 2007 to October 2008), etc.

Scientific activity

From 2009 to 2018 — membership in specialized academic councils of the Classical Private University and the Legislation Institute of the Verkhovna Rada for the certification of scientific and scientific-pedagogical personnel for awarding scientific degrees of doctor (candidate) of sciences in specialties 12.00.01 and 12.00.07. From 2011 to 2017 — editor-in-chief of the professional collection of scientific works «Law and Public Administration» of CPU in legal sciences and public administration science. Supervised 14 candidates of juridical sciences as a scientific advisor. Engaged in preparation and publication of scientific publications — articles, monographs, including «Legal Foundations of Financing Expenditures on Education and Science», «Financial System of Regions: Problems and Prospects», «Administrative Justice of Ukraine: Theory and Practice», «Legal Foundations of State Financial Control: Dictionary of Financial-Legal Terms», textbooks «Budget Law of Ukraine», «Legal Foundations of State Financial Control», «Scientific and Practical Commentary on the Criminal Procedure Code of Ukraine. Member of the Scientific and Consulting Council at the SBI and Supreme Court

In 2013–2017 was a member of the Scientific and Consulting Council at the High Administrative Court of Ukraine, in 2014–2017 — at the Supreme Court of Ukraine. Since February 2018 — member of the Scientific and Consulting Council at the State Bureau of Investigations of Ukraine, since April 3, 2018 — member of the SCC at the Supreme Court.

Legislative work

Participated in the legislative work of the Verkhovna Rada Committee on Budget Issues during the development of draft laws to improve the legal support for the development of the expenditure system for education and science by amending the Law «On Education» and the Budget Code. Member of the Association of Lawyers of Ukraine and the Association of Financial Law of Ukraine.

Wife Ilyashenko Viktoriya Anatoliyivna — researcher at the Legislation Institute of the Verkhovna Rada of Ukraine. Wife’s mother — professor of the Department of Finance, Banking and Financial Mediation at Yuriy Fedkovych Chernivtsi National University.

Owns an apartment with a yard in Croatia with an area of 498 sq.m, purchased in 2017 for almost 2,917,111 UAH, as well as an apartment of 60.9 sq.m in Kyiv, purchased in 2014 for 1,308,376 UAH. The candidate’s wife owns six apartments: in Kyiv: 85.9 sq.m (purchased in 2016 for 300 thousand UAH), 84.9 sq.m (acquired in 2015), 75.1 sq.m (2015, 2.2 million UAH) and 75.4 sq.m (2015, price not specified), another apartment in Kyiv purchased in 2013 for 958.8 thousand UAH and an apartment in Zaporizhzhia 67.78 sq.m, acquired in 2008 for 404 thousand UAH.

According to the resource «Harna Khata», three apartments of Viktoriya Ilyashenko with areas of 84.9, 85.9 and 75.4 sq.m are located at the address: Konavaltsia, 44a, i.e. in the residential complex «Panorama» in Pechersk. According to the site Lun.ua, the price of a one-room apartment at this address starts from $100 thousand.

Both the candidate and his wife have watches of the Perrelet brand with precious stones. The wife also declared jewelry. In addition, she owns a Mercedes-Benz ML 63 2010 car and has the right to use a Citroen Berlingo 2013 car. The cars were purchased in 2015 and 2017 respectively.

The family has cash of $30 thousand and small amounts of bank deposits.

A. Monayenko is the ultimate beneficial owner (controller) of LLC Sunce Juga, registered in Croatia (Rab Island). His mother Lyudmyla Monayenko is listed as the manager. The company is engaged in wholesale and retail trade of goods, as well as trade mediation in domestic and foreign markets; consulting foreign legal entities on trade in goods and services; design, construction, use and demolition of buildings; leasing and mediation in leasing vessels with or without a captain, and also provides other tourist servicesin maritime tourism.

The candidate’s salary for 2017 at the Legislation Institute amounted to 119.9 thousand UAH, at the Classical Private University — 12.8 thousand. Income from leasing property amounted to 119.25 thousand UAH. The wife’s income at the Legislation Institute was 62,849 UAH, from the National University of Food Technologies she received 15,955 UAH, at the Classical Private University — 2,501 UAH. The wife also received state and social material assistance in the amount of 10,320. Thus, the stable income of A. Monayenko per month in 2017 was approximately 21 thousand UAH (including rental income), not counting income from the alienation of three real estate objects. His wife’s income was 7,635 UAH per month.

Alienation of property

Notably, in 2017 A. Monayenko received income from the alienation of real estate to four different persons: Konavalova Anastasiya Volodymyrivna and Piddubny Roman Mykolayovych paid him 225 thousand UAH each for real estate, and Piddubna Milana and Piddubna Alisa Romanivna — 75 thousand UAH each.
