Motivation
“The judges’ questionnaire as a necessary attribute of documents for participation in the competition for the vacant position of judge of the Supreme Court fully highlights the period of labor activity of each candidate, including mine. Probably, few candidates after working as a prosecutor of the oblast prosecutor’s office have a record of being registered as “unemployed.” However, the desire to become a judge and principledness did not stop me from the obstacle of being dismissed due to the impossibility of obtaining a reference from the place of my then work. October 2002, the beginning of a new career, labor activity. By the Decree of the President of Ukraine “On the appointment of judges” dated 14.10.2002, I was appointed as a judge of the Hertsaivskyi District Court of Chernivtsi Oblast, where I still work to this day.
Thus, in a month — 16 years of judicial experience, and in total over 20 years of professional activity, judicial and prosecutorial. Is it a lot or a little? The answer, it seems at first glance, is not unambiguous, but this is experience sufficient under paragraph 1 part 1 article 38 of the Law of Ukraine “On the Judiciary and the Status of Judges,” which gives the right to participate in the competition for the Supreme Court.
The number of cases I have considered (of all categories) during this entire period amounts to thousands. Not all cases, of course, but several dozen of them were subject to judicial review by appellate and cassation instances, which can be found on the judiciary website in order to find an answer regarding my level of knowledge and experience in judicial work, ability to analyze evidence and make judicial decisions taking into account judicial practice.
Within the scope of this letter (considering the chosen criminal specialization), I assert that none of the verdicts rendered under my chairmanship were overturned on the grounds of absence of corpus delicti or the event of a crime, and none of the rulings issued were canceled on the grounds of their illegality.”
Biography
Born on June 27, 1975, in the village of Strointsi, Novoselytskyi District, Chernivtsi Oblast. Graduate of the Faculty of Law of Chernivtsi State University named after Y. Fedkovych (1997). From 1997 to 2001, worked as an intern, assistant prosecutor of Hertsaivskyi District, then assistant prosecutor of Novoselytskyi District. In 2001–2002, prosecutor of the department of support for state prosecution in courts of the Chernivtsi Oblast Prosecutor’s Office. In 2002, for a month was a legal advisor at PF “Partner Plus,” then was registered at the Novoselytskyi district employment center. Since 2002 — judge of the Hertsaivskyi District Court of Chernivtsi Oblast. By the resolution of the Verkhovna Rada dated 22.05.2008, elected judge for an indefinite term. Since 2008, holds the position of head of the court. In 2007, applied for election as a judge of the Chernivtsi Oblast Court of Appeal but withdrew the application.

Family ties
Wife Yeftemiy (Franchuk) Yana Valeriyivna works as head of the laboratory-diagnostic department of Novoselytsia Central District Hospital. Daughter — medical university student, also has a son. Brother Yeftemiy Oleksandr Mykolayovych — candidate for the position of local prosecutor, previously worked in the Hertsaivskyi District Prosecutor’s Office as chief specialist on state secrets protection and in the Novoselytskyi District Court as assistant to the head of the court. Brother-in-law works at Lviv State University of Internal Affairs (previously worked at LMU GU MVS). Parents — pensioners.
Declaration
In the 2014 declaration (https://declarations.com.ua/declaration/vulyk_33_169) information about a 1000 sq. m. land plot granted to the judge in 2008 by the local council for lease is not indicated. The relevant information is found in the 2015 declaration (https://public.nazk.gov.ua/declaration/ee4d81f8-3ca5-4def-b459-a2a1b084ac5d). The 2017 declaration indicates a land plot of 821 sq. m and a residential house of 285.30 sq. m in Novoselytsia.
The family uses a Mercedes-Benz E 220 2007 model car, and the wife owns a GAZ 3307-12 2006 model. They have 200 thousand UAH in cash.
