Architects and Designers Are Proposed for Inclusion on the List for Mobilisation Exemption
The reconstruction of Ukraine will necessitate a substantial number of qualified specialists in the construction sector. However, the country possesses a limited number of certified architects and design engineers authorised to develop and sign project documentation. Consequently, a petition has been lodged with the Cabinet of Ministers of Ukraine, advocating for the inclusion of such specialists in the list of professions exempt from mobilisation.
The author of the appeal cites the World Bank’s RDNA5 assessment from February 2026, which estimates the cost of Ukraine’s restoration over the next decade at 588 billion US dollars. To manage such a scale of work, the construction sector, according to the author, must expand 7–9 times compared to 2025. Yet, the number of specialists authorised to sign construction or major repair projects remains restricted.
It is noted that as of 2025, Ukraine had only 4,588 certified architects. Including certified design engineers and technical supervision engineers, the total number of certified specialists, by the author’s estimation, amounts to merely several tens of thousands of individuals.
It is further recalled that in October 2025, the relevant committee of the Verkhovna Rada, based on the findings of an industry study, identified the shortage of certified architects and engineers as a consequence of mobilisation and specialists emigrating.
The appeal underscores that training such specialists requires years, as obtaining a certificate demands practical experience and passing a complex qualification examination. Furthermore, responsibility for signed project documentation can incur criminal liability.
The author also highlights that certified design engineers working within their communities possess intimate knowledge of local development, engineering networks, and territorial characteristics, and their activities contribute to tax revenues for local budgets.
Petition No. 41/010421-26ep draws attention to the existing mechanism for reserving critically important professions, which is provided for by Cabinet of Ministers Resolution No. 76 dated 27 January 2023, with its most recent amendment in May 2026.
In light of this, the government is requested to augment the list of professions subject to reservation to include certified architects, design engineers, and technical supervision engineers registered in the Unified State Electronic System of Construction Activities (UDESSB) register of certified persons.
