In Lviv, Rules for Electric Scooters Have Been Tightened: Helmets, Speed Up to 15 km/h, and Age From 16 Years

The Lviv City Council has approved new regulations governing the use of electric scooters and other micromobility devices. These additional restrictions are aimed at enhancing safety on the city’s roads and pavements.

The decisions were made by deputies at a recent session. Specifically, amendments were made to the Rules of Improvement of the Lviv City Territorial Community, a list of designated parking areas for rental electric scooters was approved, and the introduction of experimental road signs with additional requirements for users was agreed upon.

Key innovations include:

• A minimum age of 16 years for electric scooter users.

• The mandatory use of protective helmets.

• A speed limit of 15 km/

  h in potentially hazardous areas.

• Regulated parking for electric scooters, with designated placement areas.

Oleg Zabarylo, Director of the Department of Urban Mobility and Street Infrastructure of the Lviv City Council, reported that these changes are the culmination of work by a special group that has spent several months developing proposals for regulating electric scooter use within the community.

In a separate decision, the city also introduced experimental road signs. These signs specify speed limits for electric scooters and include special plates that extend the effect of certain road signs to users of this mode of transport.

Furthermore, Lviv has updated its parking rules for rental electric scooters. Rental operators have been allocated 234 official locations where they must park their vehicles daily. Companies will be charged rent for the use of these structural elements of the urban infrastructure.

Compliance with the new rules will be enforced by the patrol police and the "Municipal Guard." They will conduct raids, provide informational and explanatory outreach, and hold offenders accountable for violations.

As highlighted by Judicial-Legal Newspaper, the rapid proliferation of electric scooters, unicycles, hoverboards, and other small electric transport has presented a significant challenge for urban infrastructure, which is struggling to adapt to these new forms of mobility. The rising number of accidents is compelling authorities to seek both legislative and practical solutions to improve safety.

Consequently, Ukraine is proposing comprehensive regulation for the use of electric scooters, unicycles, electric bicycles, Segways, hoverboards, and other small electric transport. This initiative is embodied in draft law No. 15284, "On the peculiarities of the use of small electric transport in Ukraine," the necessity of which the authors attribute to the increase in accidents involving such vehicles.

Moreover, draft law No. 3023, which aims to define the legal status of personal light electric transport and its users, is currently being prepared for its second reading in the Verkhovna Rada.

In an article by Judicial-Legal Newspaper, the possibility of introducing technical control for such transport in Ukraine was raised, specifically through certification at the point of sale or technical inspection during operation. However, the Ministry of Communities and Territories Development notes that in the near future, electric transport will not be granted the status of full-fledged wheeled vehicles and will therefore not be subject to mandatory classification or certification.
