As is known, a pre-trial investigation has been launched in Kyiv regarding the fatal accident on Chokolivskyi Boulevard, which resulted in the deaths of four people, including a 12-year-old boy. According to law enforcement, the 49-year-old Mercedes-Benz driver was traveling at a high speed, lost control, and crashed into an underground pedestrian passage where people were present.

First Deputy Head of the Patrol Police Department Oleksiy Biloshytskyi reported that the Mercedes-Benz C300 vehicle was recorded with 39 traffic violations. The vast majority of these were related to speeding, with 18 such cases recorded just last year. Additionally, in March 2026, this vehicle was involved in another accident without casualties.

In connection with the tragedy, Biloshytskyi raised the issue of the effectiveness of the current system of responsibility for systematic traffic violations. According to him, a fine of 340 hryvnias is not always sufficient to prevent repeated violations by drivers who regularly disregard traffic rules.

He noted that in many countries around the world, alongside fines, there are additional mechanisms to respond to systematic dangerous behavior of drivers. Such tools allow the state to timely identify individuals who pose an increased threat to other road users and to assess their ability to continue driving vehicles.

According to the patrol police representative, after the tragedy on Chokolivskyi Boulevard and numerous other accidents, Ukraine should also consider the possibility of implementing similar mechanisms.

Oleksiy Biloshytskyi provided road violation statistics: from January 1 to June 5, 2026, National Police units recorded 1,055,432 administrative offenses related to road safety. Additionally, patrol police issued 1,730,364 rulings for violations recorded automatically.

Recall that law enforcement detained the 49-year-old Mercedes driver. The issue of notifying the detainee of suspicion is currently being resolved.
