Prosecutor General Kravchenko held talks in the USA on Russian war crimes, child deportations, and sanctions policy
Prosecutor General Ruslan Kravchenko announced the completion of his working visit to the United States of America, during which he held a series of meetings with representatives of the US State Department, US Department of Justice, Federal Bureau of Investigation, and the United Nations.
In Washington, he met with Deputy Assistant Secretaries of State Christopher Smith and David Bedard. During the negotiations, the parties discussed the functioning of the justice system in Ukraine, the development of prosecutorial bodies, and the role of anti-corruption infrastructure.
According to the Prosecutor General, the independent and effective work of anti-corruption bodies is an important component of a democratic state, influencing public trust and support from international partners. The parties also reached a mutual understanding that each body must act within the law and exercise its powers with a focus on results.
Special attention during the meetings was given to supporting Ukraine within the Advisory Group on the Most Serious International Crimes. As Ruslan Kravchenko noted, this cooperation helps Ukrainian prosecutors and investigators improve the documentation of war crimes, evidence collection, and preparation of materials for national and international justice mechanisms.
The topics of the negotiations also included the illegal transfer and deportation of Ukrainian children, forced changes to their identity, crimes against children in temporarily occupied territories, and investigations of sexual violence against minors.
According to the Prosecutor General, despite the war, Ukraine continues to modernize its prosecutorial bodies. This involves updating personnel approaches, raising professional and ethical standards, developing specialization, and improving the quality of pre-trial investigations. The implementation of the Prosecutor's Office Development Strategy for 2025–2028, he emphasized, should become a practical tool to strengthen the institution.
During a separate meeting with the US Deputy Attorney General, head of the Criminal Division of the US Department of Justice Andrew Tyson Duva, and FBI Deputy Director Christopher Wray, the parties discussed further cooperation in the field of international legal assistance. A significant part of the cooperation concerns combating cybercrime, investigating cross-border crimes, and exchanging information between the competent authorities of the two countries.
Considerable attention was also paid to issues of extradition and other legal mechanisms that ensure the inevitability of punishment for persons involved in serious crimes.
In New York, Ruslan Kravchenko met with the UN Secretary-General's Special Representative on Sexual Violence in Conflict, Pramila Patten. During the conversation, they discussed accountability for sexual violence crimes related to Russia's war against Ukraine, as well as support for victims.
Additionally, working meetings addressed sanctions policy, attempts to circumvent international restrictions, the use of shadow logistics schemes, and the supply of dual-use components that may be used in Russian weaponry.
Summarizing the results of the visit, the Prosecutor General noted that the partnership between Ukraine and the USA in the field of justice remains practical, systematic, and result-oriented. According to him, the visit confirmed that Ukraine has reliable partners in matters of justice, accountability, and human rights protection.
