The Migration Service of Ternopil Region reminded who needs to exchange their temporary residence permit by August 4.

They noted that foreigners and stateless persons, except Russian citizens, who have a temporary residence permit and whose deadline to apply for its exchange came after February 24, 2022, face important changes.

After the start of the full-scale invasion, considering the security situation and to protect the rights of foreigners, temporary relaxations were introduced. In particular, temporary residence permits that expired after February 24, 2022, were considered valid during the martial law period and for 30 days after its termination or cancellation. This allowed foreigners to legally stay in Ukraine even with "expired" documents.

But the legislation is changing. From May 7, 2026, the resolution of the Cabinet of Ministers of Ukraine dated February 5, 2026, No. 141 came into force, which provides for the mandatory exchange of such permits.

"Thus, foreigners and stateless persons (except citizens of the Russian Federation) whose temporary residence permit expired after February 24, 2022, are required to apply for its exchange.

This must be done within 90 days — by August 4, 2026 — at any convenient migration service unit," the migration service added.
