The presence of a loan, mortgage, installment plan, or an issued sick leave by itself cannot be a reason for refusal to leave the country. This was reminded by the Ministry of Internal Affairs of Ukraine, explaining which documents and circumstances are actually checked when crossing the state border.

Are credits and debts checked when crossing the border?

During border control, citizens' credit obligations are not checked. Border guards do not inquire whether a person has loans, installment plans, or mortgage obligations.

Can you be denied exit abroad due to sick leave?

Sick leave certificates are also not checked. Therefore, being on sick leave is not a reason to prohibit leaving Ukraine.

In which cases can the right to leave Ukraine be restricted?

At the same time, border guards may refuse to cross the state border only in cases directly provided for by law. In particular, the right to leave may be temporarily restricted if a preventive measure with a travel ban abroad has been applied to the person, if they have been convicted of a criminal offense, or if they evade fulfilling obligations defined by a court decision or decisions of other authorities subject to compulsory enforcement.

Additionally, restrictions are possible for persons under administrative police supervision, those wanted by law enforcement agencies, as well as in the presence of a court decision or ruling of the state executive service, including due to malicious non-payment of alimony.

A reason for refusal to exit may also be the absence of necessary documents granting the right to cross the border. The Ministry of Internal Affairs emphasizes that other reasons not provided by law cannot be used to deny citizens the right to leave Ukraine.

Which documents are checked at the border during martial law?

The ministry also reminded that during martial law, men aged 18 to 60 must have a military registration document in paper or electronic form with them.

According to paragraph 6 of Article 22 of the Law of Ukraine "On Mobilization Preparation and Mobilization," representatives of the State Border Guard Service of Ukraine check military registration documents in the border strip, controlled border areas, and directly at checkpoints when crossing the state border of Ukraine.
