In Ukraine, it is proposed to introduce mandatory state accounting of animals that died or were injured due to the war. The corresponding petition was registered on the government website.

The authors of the appeal emphasize that since the beginning of Russia's full-scale invasion, thousands, possibly millions of animals have died as a result of missile strikes, drone attacks, fires, explosions, hunger, and lack of proper care. This concerns domestic, stray, agricultural, and wild animals.

The petition states that the absence of official accounting of such losses does not allow assessing the real scale of the war's consequences for animals, complicates the provision of assistance, and the formation of effective state policy in the field of their protection.

The authors of the appeal ask to create a state system for accounting animals that died or were injured as a result of hostilities, involve local self-government bodies, veterinary services, and animal protection organizations in data collection, ensure open statistics for citizens, and also provide programs for assistance and rehabilitation of affected animals.

Additionally, in petition No. 41/010009-26ep, it is proposed to develop mechanisms for responding to and rescuing animals in combat zones, as well as to conduct a count of domestic and stray animals that died during the ATO and the full-scale war of the Russian Federation against Ukraine.

To justify their initiative, the authors refer to the norms of the Constitution of Ukraine, the laws "On the Protection of Animals from Cruel Treatment," "On Veterinary Medicine," "On Local Self-Government in Ukraine," "On the Legal Regime of Martial Law," as well as the provisions of the European Convention for the Protection of Pet Animals and the Universal Declaration of Animal Rights.

In their opinion, the creation of such an accounting system will correspond to the principles of humanity, environmental protection, and proper state governance.
