Ukraine Wants to Cancel the NMT for Contract-Based Education
A petition has appeared on the Cabinet of Ministers' website calling for the cancellation of the mandatory national multi-subject test (NMT) for admission to contract-based education.
The petition states that the NMT should remain a tool for competitive selection for applicants to state or regional-funded places. At the same time, according to the petition's author, when education is fully paid for by the family, mandatory passing of the nationwide exam is unnecessary.
The petition also emphasizes that Ukrainian schoolchildren have been studying for several years under conditions of full-scale war — during air raid alerts, shelling, power outages, forced relocations, and psychological stress. The author believes that taking the NMT under such conditions creates additional stress and may affect the educational opportunities of graduates.
The appeal also mentions demographic decline and the emigration of some youth abroad. The author stresses that those who remain in Ukraine need support and access to education without additional barriers and preparation costs.
Among the proposed changes:
- Keep the NMT mandatory for admission to budget-funded places.
- Allow admission to contract-based education without the NMT — according to the educational institution's rules, document competition, interviews, or another transparent mechanism.
- Provide that an applicant admitted to a contract-based place without the NMT cannot be transferred to a budget place during this admission campaign without passing the NMT.
The petition's author believes that such changes could reduce psychological stress on applicants, support Ukrainian families, and help retain youth in the country.
