In Ukraine, it is proposed to change the procedure for issuing driver's licenses by introducing automatic opening of lower vehicle categories for drivers who already have or obtain a higher category. The relevant initiative involves amendments to regulatory legal acts, in particular to the Cabinet of Ministers' Resolution No. 340.

According to a petition published on the government website, drivers who have categories C, C1, D, D1, CE, DE, and other higher categories could automatically gain the right to drive vehicles of lower categories — in particular B, B1, A, A1, and AM — without retaking training and additional exams.

The authors of the initiative note that the current system forces truck, bus, and other complex vehicle drivers to undergo additional procedures to open categories that allow them to drive lighter vehicles. In their opinion, this creates unnecessary bureaucratic burdens, additional expenses for citizens, and increases the workload on the Ministry of Internal Affairs service centers.

It is also proposed to ensure the automatic display of lower categories in the Electronic Driver's Cabinet and the "Diia" app, and to retain the right to such categories during the planned replacement of the driver's license.

The author of petition No. 41/010034-26ep believes that such reform will contribute to simplifying administrative procedures, reducing corruption risks, and further digitalizing public services. For government consideration, the petition must gather the required number of signatures within 92 days.

Earlier, the "Judicial and Legal Newspaper" reported that Ukraine proposes significantly strengthening responsibility for violations of the rules for using electric scooters, unicycles, hoverboards, and other small electric transport.

Ukraine is also preparing for reforms of road legislation. Draft law No. 15200 implements the provisions of EU Directive 2025/2205 and provides for changes in the system of admission to driving vehicles. This concerns not only new categories and digitization of documents but also a review of age requirements and the introduction of the principle of gradual access to powerful cars and motorcycles.
