The Cabinet of Ministers approved the Export Strategy until 2030 — what it entails
The Cabinet of Ministers has approved a new Export Strategy of Ukraine for the period until 2030. The document defines the key directions for the development of Ukrainian exports in the context of war, post-war recovery, and deepening European integration. This was reported by the Office of the Deputy Prime Minister for European and Euro-Atlantic Integration Taras Kachka.
The document is aimed at increasing the resilience of the Ukrainian economy, its technological renewal, and the gradual transition to an export-oriented growth model. The focus of the strategy is on increasing the production and export of goods and services with higher added value, strengthening the competitiveness of Ukrainian companies in foreign markets, as well as expanding the participation of micro, small, and medium-sized businesses in foreign economic activity.
"Ukraine has strong production potential, and our task is to help businesses realize it in foreign markets. The Export Strategy until 2030 defines how we will work on expanding market access, developing support tools for exporters, and increasing the share of value-added products in Ukrainian exports. This is important both for economic growth and for deepening Ukraine's integration into the European Union market," emphasized Taras Kachka, commenting on the Government's decision.
The strategy provides for three strategic goals:
- Increasing the production of exportable goods, improving the export structure, and raising its average price.
- Creating favorable conditions for conducting export activities.
- Strengthening state capacities, institutions, and tools for export development.
To achieve these goals, the document envisages the development of medium- and high-tech goods production, support for the processing industry, stimulation of investments in export-oriented production, elimination of tariff and non-tariff barriers, development of export financing, strengthening Ukraine's trade and economic representation abroad, improving information and consulting support, digitalization of export services, and promotion of Ukrainian goods and services in foreign markets.
Special attention is paid to the development of state export support tools. This includes financial mechanisms, in particular products of the Export Credit Agency and banking instruments; comprehensive support for exporters from the Office for Entrepreneurship and Export Development; development of logistics and digital infrastructure; conclusion and modernization of trade agreements; protection of Ukrainian exporters' interests; participation in international exhibitions and events; strengthening economic diplomacy; development of the "Made in Ukraine" brand; as well as cooperation with international organizations.
Key indicators for achieving the goals by 2030:
- Reducing the share of raw materials and low-processed products in total exports to 59% (for the first nine months of 2025 - 87.3%, according to State Statistics Service data);
- Increasing the ratio of exports of goods and services to GDP to 33% (2024 level - 29.4%, according to State Statistics Service data);
- Increasing the share of service exports in total exports of goods and services to 25% (for the first nine months of 2025 - 18%, according to State Statistics Service data);
- Increasing the total volume of exports of goods and services to 85 billion USD (2025 level - 48 billion USD according to State Statistics Service data and daily operational data from the State Customs Service).
The implementation of the Strategy will take place in two stages. The first, in 2026-2028, will focus on creating favorable conditions for export development: improving legislation, eliminating trade barriers, developing financial instruments, attracting investments, and strengthening institutional capacity. It is expected that by 2028 the volume of exports of goods and services will reach 80 billion USD, and the share of products with a higher level of processing and service exports will continue to grow.
The second stage in 2029-2030 involves further development and scaling of the initiated changes and the formation of a comprehensive system of support for Ukrainian exporters.
Coordination and monitoring of the Strategy's implementation will be carried out by the Ministry of Economy, Environment, and Agriculture of Ukraine. Information on the implementation of the operational plan will be updated twice a year, and the Government will review an annual report on the results of the Strategy's implementation.
The implementation of the Strategy is expected to contribute to strengthening Ukraine's production and export potential, expanding the presence of Ukrainian goods and services in foreign markets, increasing the share of value-added products, and developing a modern system of state export support.
