How Ukraine Purchases Rabies Vaccines – The State Service of Ukraine on Food Safety and Consumer Protection Debunked Fake News about "Reselling Vaccines"
Due to the spread of unreliable information by certain public organizations and information resources regarding the procurement of rabies vaccines, the State Service of Ukraine on Food Safety and Consumer Protection provided clarifications about these procedures.
The agency emphasized that rabies remains one of the most dangerous infectious diseases common to both animals and humans. After the appearance of clinical signs, the disease is fatal. Therefore, rabies prevention is crucial for protecting the health of animals and people, and is also part of Ukraine's fulfillment of international obligations, including those related to European integration.
The procurement of veterinary immunobiological products is carried out exclusively in accordance with current legislation through the electronic public procurement system Prozorro. All information about such procurements is open and available for oversight.
The State Service noted that publications mixed up two different veterinary immunobiological products, which have different purposes and are used for different categories of animals.
The product "Rabigard" is used for oral immunization of wild carnivorous animals, including foxes and other natural reservoirs of the rabies virus. In contrast, "Rabistar Red" is used for preventive vaccination of domestic animals.
The agency stressed that claims about the alleged "resale of state vaccines to the public" are not true.
Also, the State Service stated that the data on the cost of the products presented in some materials are incorrect. In particular, in 2026, "Rabistar Red" was purchased at a price of 25.80 UAH per dose, not 43.95 UAH as indicated in widespread publications.
Furthermore, it was reported that in 2026 part of the "Rabigard" product was purchased within the framework of international support from the European Union. Thanks to cooperation between the State Service, international partners, and the World Organisation for Animal Health (WOAH), Ukraine also received an additional 250,000 doses of the rabies immunobiological veterinary product free of charge.
