Volodymyr Zelenskyy agreed with European leaders on five key conditions to end the war in Ukraine
President of Ukraine Volodymyr Zelenskyy held a meeting with British Prime Minister Keir Starmer, French President Emmanuel Macron, and German Chancellor Friedrich Merz. The leaders agreed on a joint position regarding further support for Ukraine and the conditions for achieving a just and lasting peace.
At the meeting, they emphasized that Europe must play an important role in any peace settlement as a reliable partner of Ukraine. At the same time, they stressed that all decisions and efforts must be coordinated with Ukraine, European allies, and the United States.
The leaders welcomed Ukraine's recent successes on the battlefield, including the liberation of territories and the effective use of drone technologies. They also condemned large-scale Russian missile and drone attacks on Ukrainian cities, including the repeated use of "Oreshnik" missiles, which cause civilian casualties. They separately condemned dangerous incidents of Russian drones penetrating NATO countries' territories.
They also discussed the use of the upcoming G7 summit in Évian, the next meeting of the "Coalition of the Willing," and the NATO summit in Ankara to coordinate further assistance to Ukraine according to its priority needs.
Among the key areas of support named were increasing pressure on the Russian war economy, increasing military aid to Ukraine, ramping up production of interceptor missiles, joint development of missile defense systems and long-range strike capabilities. They also discussed issues of the long-term resilience of the Armed Forces of Ukraine and expanding defense-industrial cooperation between Ukraine and European countries.
The parties emphasized that the security, sovereignty, and welfare of Ukraine are inextricably linked to overall Euro-Atlantic security.
During the discussion of prospects for a peaceful settlement, the leaders identified five key conditions for achieving a just and lasting peace.
Five principles of peaceful settlement supported by European leaders
The first condition is an immediate and complete ceasefire. The leaders called on Kremlin leader Vladimir Putin to agree to cease hostilities without delay.
The second condition is that the current front line must become the starting point for negotiations. At the same time, internationally recognized borders cannot be changed by force, and Ukraine's sovereign right to independently determine its own security system and international alliances must be fully respected.
The third condition involves providing Ukraine with reliable and legally binding security guarantees after the ceasefire regime comes into effect. Such guarantees should be based on agreements reached in Berlin in December 2025 and Paris in January 2026. They also include the deployment of Multinational Forces in Ukraine.
The fourth condition concerns Russian assets. The leaders stated that these will remain frozen until Russia ends its aggression and compensates Ukraine for the damages caused by the war.
The fifth condition is that any agreements must take into account the interests of European security. Issues concerning the European Union or NATO can only be resolved with the consent of EU member states and Alliance allies.
Separately, the leaders supported Volodymyr Zelenskyy's call to end the war through diplomatic means, as outlined in his letter to the President of the Russian Federation dated June 4, 2026.
They also supported the proposal for direct dialogue between Ukraine and Russia with active participation of the US and European partners to achieve a ceasefire and conduct further negotiations.
In conclusion, Keir Starmer, Emmanuel Macron, and Friedrich Merz confirmed that they will continue to firmly support Ukraine.
