E-TTN Remain Voluntary – Businesses Will Choose Between Paper and Electronic Documents
The government supported a resolution initiated by the Ministry of Development of Communities and Territories, which allows the e-TTN system to continue operating after the completion of the two-year pilot project.
Importantly, the use of electronic consignment notes remains voluntary. Carriers and companies can independently choose the format of work — paper documents or the electronic option.
The system is already operating in normal mode and is capable of processing up to 800 electronic consignment notes per second.
The system is already connected to:
- 7 electronic document management operators;
- another 11 operators are undergoing testing and preparing for connection.
The Ministry of Development of Communities and Territories noted that the digitalization of cargo transportation is one of the key directions of modernizing the transport sector. According to the ministry, e-TTN makes transportation more transparent, convenient, and efficient for businesses, as well as provides the state with modern tools for control and analytics. The ministry added that the market is already demonstrating readiness to transition to digital documents, and the regulatory framework for this is gradually being formed.
The introduction and development of e-TTN allows to:
- increase transparency in the cargo transportation market and reduce corruption risks;
- simplify and reduce the cost of business processes by eliminating paper documents;
- speed up settlements between transportation participants;
- strengthen control over vehicle weight parameters and contribute to the preservation of road infrastructure;
- create equal conditions for carriers;
- integrate the system with other state digital services.
The resolution also defines the status of the e-TTN system, its participants, the procedure for interaction between information systems, control mechanisms, and principles of functioning of the digital ecosystem of electronic document management in the field of domestic cargo transportation.
