Ukraine has expanded the compensation mechanism in the International Damage Registry by adding expenses for clearing territories of mines and unexploded ordnance.

Individuals, legal entities, as well as the state of Ukraine will be able to submit claims to the International Damage Registry (RD4U) for reimbursement of expenses related to humanitarian demining and clearing territories of explosive devices. The relevant changes to the application procedures were approved by the Government at the end of May. This was reported by the Ministry of Economy.

The functionality for submitting such claims will be available through the “Diia” Portal.

Deputy Minister of Economy, Environment and Agriculture of Ukraine Ihor Bezkaraivnyi noted that since the start of the relevant program, the Humanitarian Demining Center has signed 140 contracts for clearing agricultural lands with a total value of 1.8 billion hryvnias. According to him, these funds are directed towards clearing lands from mines, shells, and cluster munitions, and the costs of such work should be compensated by the aggressor state.

Category B5 “Demining and Clearance of Unexploded Ordnance” provides the possibility to receive compensation for:

  • expenses for humanitarian demining, including payment for the services of demining operators, purchase or rental of equipment and machinery for detection and neutralization of explosive devices;
  • expenses for training specialists in the field of humanitarian demining;
  • expenses for informing and educating the population about risks related to mines and unexploded ordnance;
  • state expenses for compensating farmers and agricultural producers for the cost of clearing their lands.

Claims for reimbursement can be submitted by farmers who independently financed the demining of their plots, demining operators who spent their own resources on training specialists, as well as the state, which in almost two years of program implementation has allocated about one billion hryvnias for payment of humanitarian demining works on agricultural lands.

The International Damage Registry (RD4U) is the first stage in creating an international compensation mechanism for damage caused by the aggression of the Russian Federation against Ukraine since February 24, 2022. Claims can be submitted by individuals and legal entities, as well as the state of Ukraine, including state authorities and local self-government bodies.
