Administrative procedures simplified in construction – customers will now choose the control authority themselves
The Ministry of Communities and Territories Development of Ukraine announced that the procedure for obtaining administrative services in construction has become simpler. In all Administrative Service Centres, construction customers can now independently choose the state architectural and construction control authority for objects of minor complexity with consequence class CC1.
The new mechanism is part of the urban planning reform implemented by the Ministry of Development. Its goal is to make the provision of construction administrative services more transparent, predictable, and convenient for both citizens and businesses.
Possibility to choose the control authority
From now on, when submitting notifications and declarations about the start or completion of construction works through CNAP, as well as when making changes to them or canceling them, the customer can independently determine the authority that will review the documents.
Available options include:
- State Architecture and Urban Planning Inspection of Ukraine;
- local level state architectural and construction control authority that has the appropriate powers at the location of the object.
The Ministry noted that a similar option will soon be available when submitting documents through the "Diia" portal.
How the new mechanism works in Administrative Service Centre
Currently, the technical implementation of the functionality is already available in ASC when submitting documents regarding CC1 consequence class objects – notifications, declarations, as well as changes to them and their cancellation.
When creating an application in the system, a new mandatory field has been added – "Authority to which the document is sent." In it, the ASC administrator or the construction customer selects the state architectural and construction control authority that will review the submitted materials.
Verification of the correctness of the chosen authority
The Unified State Electronic System in the field of construction automatically checks the compliance of the selected authority with the address of the object. In case of non-compliance, the system informs about the error and suggests which authority should review the documents – the local State Architectural and Construction Inspectorate authority or State Architecture and Urban Planning Inspection.
Further expansion of functionality
The Ministry of Communities and Territories Development of Ukraine reported that the possibility to choose the control authority when submitting documents through "Diia" – for both CC1 and CC2 objects – will be implemented soon. Work on updating this functionality is currently underway.
