From June 8, customs began checking used cars from abroad in a new way – what has changed
From June 8, the State Customs Service of Ukraine is starting a new phase of the pilot project for checking customs declarations by the customs competence unit. This was reported by the State Customs Service.
The customs competence unit operates based on the Coordination and Monitoring Customs and specializes in processing customs declarations selected for monitoring according to defined criteria and a selectivity system.
Centralized declaration verification
The Customs Competence Center receives declarations for processing that are determined by the automated risk management system. Verification is carried out centrally, regardless of the customs office of submission.
This approach allows for ensuring uniform standards in performing customs formalities during control and processing, as well as increasing the efficiency of identifying potential risks.
The focus of the new phase — used vehicles
Considering the relevance of the issue of preferential import of goods and vehicles into the customs territory of Ukraine, this phase will pay special attention to used vehicles moved under the preferential trade regime.
How declarations will be selected
The selection of customs declarations for verification will be conducted by the automated risk management system in automatic mode. A random selection with 50% selectivity from the total number of declarations for the relevant commodity positions will be applied.
Monitoring is expected to continue from June 8, 2023, until December 31, 2026.
Previous phase of the project
The State Customs Service reminded that the previous phase of the pilot project ends on June 30, 2026. It concerned customs clearance of fertilizers and plant protection products, including insecticides, fungicides, and herbicides.
