Forced to carry slippers in their teeth: investigation into abuse incident involving a TRC employee in Odessa pre-trial detention center
The State Bureau of Investigations reported that it has launched a pre-trial investigation into a possible human rights violation at the State Institution "Odessa Pre-Trial Detention Center." The basis was a video circulated on social networks. This was reported by the SBI.
"The released footage shows one of the men held in the cell forcing another to crawl on the floor and bring slippers with his teeth. According to preliminary information, the victim may be an employee of one of the territorial recruitment and social support centers," the Bureau stated.
Currently, SBI investigators are verifying the authenticity of the video, identifying all participants, witnesses, and circumstances of the possible incident.
A criminal case has been opened under Part 2 of Article 365 of the Criminal Code of Ukraine — abuse of power or official authority.
At the same time, the person who, according to available information, may be the victim in the Odessa pre-trial detention center, is held in the detention center on suspicion of committing similar crimes against mobilized citizens. The SBI is investigating under Part 3 of Article 127 of the Criminal Code of Ukraine — torture, and Part 2 of Article 146 of the Criminal Code of Ukraine — illegal deprivation of liberty and kidnapping.
"The SBI is conducting a pre-trial investigation in the relevant criminal proceedings and will provide a legal assessment of all established facts.
At the same time, no circumstances, accusations, or personal attitude toward the suspect can justify humiliation of human dignity, violence, or vigilante justice. Responsibility for any offenses must arise exclusively within the law and by court decision. The pre-trial investigation is ongoing," the SBI added.
