The MMC (military medical commission) is a group of doctors who conduct a medical examination and, based on it, determine a person's fitness for military service according to their health condition. During martial law, the MMC is one of the key stages of mobilization processes and ensuring the Defense Forces of Ukraine. This was reminded by the Rivne Regional Territorial Center for Recruitment and Social Support (TCRC and SS).

The commission does not provide treatment or conduct full diagnostics. Its task is to establish the state of fitness for service at the time of examination.

There is no separate special law on the MMC. Military medical commissions at territorial recruitment and social support centers (TCRC and SS) are guided by the following documents:

  • The Regulation on Military Medical Expertise in the Armed Forces of Ukraine;
  • The Law of Ukraine "On Mobilization Preparation and Mobilization";
  • The Law of Ukraine "On Military Duty and Military Service";
  • Cabinet of Ministers Resolution No. 560;
  • Fundamentals of Ukrainian Legislation on Health Care.

The MMC also applies sectoral standards in the field of health care in its work.

During martial law, the following categories undergo medical examination at the MMC:

  • military reservists who received a summons or referral from the TCRC and SS;
  • military reservists who previously had the status "unfit for military service in peacetime, limited fitness in wartime" and have not undergone a repeat examination after the cancellation of this status;
  • candidates for military service under contract;
  • active servicemen — to determine fitness after injury, treatment, or by the commander's decision.

A separate procedure is defined for female medics who graduated after 2025. For them, within 60 days after automatic military registration, the following is provided:

  • updating registration data;
  • obtaining military registration documents.

It is also emphasized that during martial law, the MMC's decision regarding the fitness of military reservists for service is valid for one year.
