In Ukraine, it is proposed to review the current restrictions on car window tinting and allow the use of tinting films provided that road safety requirements are met. A corresponding petition has appeared on the government website.

The author calls for a review of the legislative norms that foresee tightening control and responsibility for tinting vehicle windows, as well as not introducing excessive fines and vehicle towing solely due to the presence of tinting.

It is noted that window tinting is a common practice in many countries around the world and has a number of advantages for drivers and passengers.

In particular, a quality tinting film, as stated in the petition, can enhance safety during road traffic accidents, as in case of glass damage it holds the shards and reduces the risk of injury to the driver and passengers.

The author of the appeal also believes that tinting helps protect citizens' personal property, as it is more difficult for outsiders to see items inside the car cabin. In their opinion, this can reduce the risk of theft and damage to vehicles.

Furthermore, the petition emphasizes that tinting protects drivers and passengers from excessive solar radiation and ultraviolet rays, provides more comfortable conditions inside the car in summer, and helps preserve the interior finish from premature fading.

Among other benefits, the author mentions the reduction of cabin heating, which allows less frequent use of the air conditioner and contributes to saving fuel or battery charge in electric vehicles.

It is also noted that tinted glass can reduce driver glare from the sun during the day and from headlights at night, which positively affects road safety.

The petition No. 41/010070-26ep states that a complete or excessive ban on tinting does not take into account its positive impact on safety, comfort, and protection of citizens' property. Instead, they propose to establish reasonable technical requirements for glass light transmission that will allow combining the interests of road safety and vehicle owners' rights.

The appeal proposes:

  • to review restrictions on car window tinting;
  • not to introduce excessive fines and vehicle towing solely due to the presence of tinting;
  • to allow the use of tinting films that meet safety requirements;
  • to conduct a public discussion involving experts, representatives of the automotive community, and citizens regarding the appropriateness of current restrictions.

As a reminder, current Traffic Rules require that the windshield of a car transmit at least 75% of light, and the front side windows at least 70%. Drivers face a fine of 340 UAH for violating glass light transmission standards, and for repeated violations within a year, a fine ranging from 510 to 680 UAH.
