The air raid alert in the Odesa region practically disrupted the normal conduct of the NMT — children were forced to stay in shelters for almost 13 hours. This was reported by the Verkhovna Rada Commissioner for Human Rights, Dmytro Lubinets.

He noted that the Representative Office in the Odesa region received information about serious violations during the organization of testing at one of the examination centers.

According to him, the premises where the NMT was conducted turned out to be practically unprepared for martial law conditions and regular air raid alerts.

“Due to constant stops, the procedure lasted from 9:00 AM until about 10:00 PM — over 13 hours of continuous stress for the children,” he said.

According to participants, during this entire time they were not even provided with basic conditions — access to water and food. Communication with parents was significantly limited: only some children who felt unwell could reach out.

“Separately — the situation with orphaned children, who were practically left completely without any support during the many hours spent in the testing center.

Later, thanks to the personal initiative of teachers and parents, participants were still able to get access to drinking water and food. Also, the compassion and the principle of ‘there are no other people's children’ allowed at least some provision of water and food for orphaned children and those whose parents could not bring it.

After such a marathon, children report critical exhaustion, loss of concentration, and inability to properly complete tasks. The last blocks were completed in a state of extreme fatigue. This calls into question the objectivity of the results, equality of conditions for all participants, and the fairness of the assessment itself.

According to available information, participants were offered an additional NMT session — without clear dates and guarantees that the situation will not repeat.

This is an unacceptable failure of the NMT system under martial law conditions, which does not provide children with safety, basic conditions, or equal opportunities and practically violates children's rights. Such organization of testing is unacceptable and requires immediate response from the Ministry of Education and Science and a review of procedures,” said Dmytro Lubinets.
