The Ministry of Internal Affairs announces a new mechanism of responsibility for traffic violations, but currently there is no talk of introducing a points system. This was reported by the head of the Ministry of Internal Affairs, Ihor Klymenko, to journalists.

The minister reminded that the points system was previously introduced but did not receive proper support.

Currently, as Klymenko explained, another approach is being discussed. In particular, the possibility of applying additional sanctions to drivers who systematically violate traffic rules is being considered. For example, after a certain number of recorded violations, restrictions, temporary withdrawal of the driver's license, or the need to retake exams to obtain the right to drive may be envisaged.

The head of the Ministry of Internal Affairs noted that the points system requires appropriate infrastructure.

According to Klymenko, the Ministry of Internal Affairs, together with the National Police, members of parliament, and lawyers, will begin work on the relevant legislative changes.

The "Judicial and Legal Newspaper" drew attention to the fact that since the beginning of 2026, more than 20 thousand rulings under Article 122 of the Code of Ukraine on Administrative Offenses (violations of traffic rules, including speeding and other traffic violations) have been recorded in the Unified State Register of Court Decisions. At the same time, about 2.5 thousand proceedings were closed due to the expiration of the terms for bringing to responsibility provided for by Article 38 of the Code of Ukraine on Administrative Offenses. More than 6 thousand cases were closed due to the absence of an administrative offense. Also, some materials, including more than 3 thousand cases, were combined into one proceeding. Some materials were returned by courts for revision and correction of deficiencies in protocols and rulings.

This practice indicates that a significant part of cases undergo additional procedural stages — from returning materials to reprocessing. As a result, this often affects the timing of consideration and may lead to the loss of the opportunity to bring a person to responsibility due to expiration of terms.

At the same time, fines for traffic violations in Ukraine are established by the Code of Ukraine on Administrative Offenses and vary depending on the type and severity of the violation.

In general, administrative sanctions for traffic violations range from 340 UAH to 51,000 UAH.

Minimum fines are applied for basic violations, including the technical condition of the vehicle or certain minor traffic violations. In contrast, maximum sanctions are provided, in particular, for driving under the influence of alcohol or drugs and repeated offenses, which may be accompanied by additional restrictions, including deprivation of the right to drive vehicles.

The Code of Ukraine on Administrative Offenses provides administrative responsibility as a preventive tool aimed at preventing more serious consequences. However, in practice, fines of 340 UAH for certain traffic violations may not have a sufficient deterrent effect.
