Professional colleges will be paid in a new way: result-based financing introduced
The government supported the draft resolution of the Cabinet of Ministers of Ukraine "On Approval of the Methodology for Calculating the Cost of Educational Services in the Field of Vocational Education." This was reported by the Ministry of Education and Science.
The methodology introduces a mechanism for purchasing educational services from vocational education institutions on a contractual basis and opens the possibility for transitioning to a new financing model.
The new approach allows the founders of vocational education institutions — local self-government bodies — to determine priority professions for the region's development and apply corresponding coefficients to the cost of the educational service. This will help direct additional resources to training specialists in areas with the highest demand in the labor market, as well as support the updating and development of educational programs according to the needs of the economy.
"From now on, professional colleges can receive funds based on the specific results of their work. In addition, the new financing mechanism will ensure transparency in the distribution of local budget funds and the effective use of budgets, and the calculation of expenditures for each professional qualification will become standardized," said Deputy Minister for Digital Development, Digital Transformations and Digitalization Dmytro Zavgorodniy.
The methodology was approved by the Cabinet of Ministers in accordance with part three of article 62 of the Law of Ukraine "On Vocational Education." According to this provision, the founder may decide to purchase services in the field of vocational education on a contractual basis, and the cost of such educational services is determined by the procedure and methodology approved by the Cabinet of Ministers.
