What is permanent residence and is it mandatory to register it
The Consular Service Department of the Ministry of Foreign Affairs of Ukraine explained what permanent residence is and where it is registered.
PRR is a common abbreviation that stands for "permanent place of residence." In Ukraine, it is used to denote the procedure for processing documents for departure / registration of permanent residence abroad.
Departure / registration of permanent residence (PRR) is carried out exclusively by official authorities of Ukraine to obtain non-resident status, i.e., a person who permanently resides outside Ukraine.
Why register PRR at all? And is it mandatory?
The department emphasizes that registering PRR is primarily a right, not an obligation of a Ukrainian citizen.
However, registering PRR provides the citizen with certain additional opportunities:
- to deregister the place of residence in Ukraine
- to be placed on permanent consular registration
- to travel with their minor child (if the child also has PRR status) without the consent of the other parent who is a Ukrainian citizen
- to petition the Ukrainian diplomatic mission abroad for:
- renunciation of Ukrainian citizenship;
- dissolution of marriage between Ukrainian citizens by mutual consent (provided there are no minor children and the marriage is registered in Ukraine);
- change of name at own discretion (except in cases of surname change due to marriage);
- making amendments to the civil status record, its restoration or cancellation.

Abroad - the Embassy or Consulate of Ukraine.
"Document processing for departure / registration of permanent residence abroad is often confused with obtaining a residence permit in a certain country.
Therefore, we clarify:
A residence permit in a foreign country is obtained by a Ukrainian citizen from the migration authorities of that country (each country has its own name for such a document - residence permit / permesso di soggiorno / permiso de residencia / permis de résidence / permissão de residência / Aufenthaltstitel, etc.).
Obtaining such a document in no way changes the status of a Ukrainian citizen from the perspective of Ukrainian official authorities. Conversely, having a residence permit does not confirm the status of a Ukrainian citizen who permanently resides abroad," added the Consular Service Department of the Ministry of Foreign Affairs of Ukraine.
