The Office of the Ombudsman of Ukraine has announced the formation of Expert Groups on the Protection of the Rights of Ukrainian Citizens Abroad under the Representative of the Commissioner for International Cooperation and European Integration.

Expert groups are being established in several countries, including Armenia, Georgia, Egypt, Cyprus, Luxembourg, the Netherlands, North Macedonia, Serbia, Slovenia, Montenegro, Switzerland, and Japan.

Candidates who meet the established requirements are invited to participate. One of the key conditions is the actual residence of the candidate in the country where the respective Expert Group will operate.

These Expert Groups will operate on a voluntary basis and will be involved, according to their competence, in the following activities:

  • conducting research on systemic human rights violations and developing mechanisms to prevent them;
  • analyzing leading foreign countries' experience in the field of human rights protection;
  • developing recommendations to increase the legal awareness of compatriots abroad, particularly in connection with the armed aggression of the Russian Federation against Ukraine;
  • developing recommendations for monitoring the observance of the rights of Ukrainian citizens abroad.

Members of the Expert Groups may be specialists with experience in human rights protection and international law, including:

  • representatives of international intergovernmental and non-governmental organizations;
  • experts from public organizations and charitable foundations;
  • employees of research institutions;
  • lawyers and specialists in the law of the countries of residence.

General requirements for candidates:

  • residence in the country where the Expert Group operates;
  • higher education (law, international relations, sociology, etc.) and confirmed experience in the field of human rights protection;
  • high ethical standards, absence of conflicts of interest, adherence to principles of integrity, and recognized authority in the relevant field;
  • active position in promoting human rights and international cooperation;
  • ability to work with large volumes of information (including regulatory legal acts) and prepare expert conclusions;
  • experience working in partnership with state or international institutions will be an advantage.
