Electric Scooter Accidents in Ukraine – According to Statistics, 79% of Cases Are Caused by the Riders Themselves
At least 132 cases involving electric scooter accidents have been reviewed by Ukrainian courts over the past year and a half. These data are provided by Opendatabot with reference to the judicial registry search engine.
In 79% of cases, or 104 cases, the electric scooter riders themselves were found guilty. Almost a third of such accidents — 38 cases (29%) — involved underage participants.
Last year, courts issued rulings in 66 cases, and in the first five months of this year — another 38, recognizing the scooter riders as guilty.
Where Most Accidents Are Recorded
The highest number of accidents caused by electric scooter riders were recorded in:
- Odesa region — 11 cases in 2025 and 12 in the last five months;
- Lviv region — 11 and 5 cases respectively;
- Vinnytsia region — 5 and 4 cases;
- Volyn region — 5 and 3 cases;
- Kiev region — 7 and 1 case.
The only region where no court cases related to scooter rider-caused accidents were recorded in the past year and a half is Chernivtsi region.
Main Violations by Scooter Riders
Most cases are considered for violations of traffic rules that led to accidents (Article 124 of the Code of Ukraine on Administrative Offenses) — 57 cases.
Typical situations include collisions with cars, hitting pedestrians, and fleeing the scene.
For example, in Lviv, a user of a rented JET scooter damaged two parked cars and left the accident scene. The court imposed a fine of 3,400 UAH.
In Dnipro, a Magura electric scooter rider ran a red light and hit a child on a pedestrian crossing. In court, he explained it by brake failure in winter but was fined 850 UAH.
Riding Under the Influence
The second largest category is operating an electric scooter under the influence of alcohol or drugs (Article 130 of the Code of Ukraine on Administrative Offenses) — 47 cases.
In most cases, courts impose a fine of 17,000 UAH.
For example, in Odesa, a scooter rider with a blood alcohol level of 0.65 per mille was fined 17,000 UAH despite his claims that he was only pushing the vehicle.
In another case, the court in Odesa also imposed a 17,000 UAH fine and deprived the right to drive for one year, although this decision is currently being appealed.
If the violation is repeated within a year, the punishment is increased. In one case in Odesa, the court imposed a 34,000 UAH fine and deprived the right to drive for 3 years.
Separate cases of accidents with injuries are recorded. In Kyiv, a drunk Bikenow scooter rider hit a young child on the sidewalk and received a 17,000 UAH fine and a one-year driving ban.
In Vinnytsia, a drunk Bolt rider hit an elderly woman who suffered a broken shoulder. The court imposed a 34,000 UAH fine and ordered compensation for expert examination costs.
Involvement of Minors
In 38 out of 132 cases, minors were involved — almost a third of all cases. Among accidents where scooter riders were guilty, teenagers account for about a quarter.
The most such cases were recorded in Vinnytsia (4), Lviv (3), and Cherkasy (3) regions.
Persons under 16 years old are not held administratively liable — protocols are drawn up against parents for improper fulfillment of duties (Article 184 of the Code of Ukraine on Administrative Offenses).
For example, in Ivano-Frankivsk, a 15-year-old girl on an electric scooter collided with a car at a crossing, after which her mother was fined 850 UAH.
No Proceedings or Closed Cases
In Khmelnytskyi, a 12-year-old rental scooter rider was involved in an accident with a Toyota Yaris. The court found the scooter rider guilty but closed the proceedings due to the statute of limitations.
What Courts Emphasize
In many rulings, courts emphasize that electric scooter riders are full participants in road traffic and must comply with the rules. In particular, they must cross pedestrian crossings on foot.
Fines and Consequences
The amount of fines in electric scooter cases depends on the violation:
- 850 UAH — for certain administrative violations and cases involving parents of minors;
- 17,000 UAH — for riding under the influence;
- Additionally — a court fee of about 665 UAH in 2026 and possible compensation to victims or owners of damaged property.
