Scientific developments for state needs will be conducted under new rules
On June 10, the Cabinet of Ministers approved a new Procedure for conducting competitive selection of scientific and technical (experimental) developments within the framework of forming the state order for the most important scientific and technical developments and scientific and technical products. This was reported by the Ministry of Education and Science of Ukraine.
The new procedure clarifies the process by which the state determines the technical solutions it needs, the rules for conducting competitive selection, the support for work execution, and the evaluation of the obtained results.
This will allow more effective allocation of budget funds to developments that have practical application. This concerns, in particular, new materials, technologies (including dual-use), which can be used for the needs of the economy, national security, and defense. Such an approach will help the state more effectively place orders for necessary developments, and universities and scientific institutions to work on applied solutions with concrete results.
Key changes include:
Clearly defined powers of ministries and other central executive authorities during the formation of the state order topics;
Regulated their participation in evaluating work results and their transfer for further use;
Clarified the tasks of the Scientific and Technical Council of the Ministry of Education and Science of Ukraine and its sections;
Officially introduced the institute of curators who will represent the interests of ministries and other central executive authorities during the formation and execution of the state order;
Defined the procedure for transferring work results for scaling.
"During the war, the science and innovation sector has special importance for the state. Ukrainian researchers are already creating solutions that help the military, strengthen defense capabilities, and provide the country with new dual-use technologies. Therefore, it is important that the state can effectively cooperate with the scientific community and more quickly transform ideas and concepts into practical results and scale them," said the Minister of Education and Science of Ukraine Oksen Lisovyi.
The updated procedure will also strengthen the capacity of Ukrainian universities, scientific institutions, and innovative enterprises to conduct applied research, create technological solutions, and bring them to practical use. This is important for the development of science that works with the country's current demands and delivers results for the economy, national security, and defense.
The Ministry of Education and Science will soon announce a competition under the updated procedure.
