Recipients of housing subsidies must not only timely apply for state assistance but also report a number of life circumstances that may affect the right to receive it or the amount of payments. Changes in family composition, acquisition of real estate or a car, opening a deposit, large purchases, or prolonged stay abroad — all this must be declared to the Pension Fund of Ukraine within the established deadline.

Failure to report such changes may lead to a review of the right to the subsidy and other consequences provided by law.

The changes that must be reported to the Pension Fund of Ukraine are defined in paragraph 90 of the Regulation on the Procedure for Granting Housing Subsidies, approved by the Cabinet of Ministers of Ukraine Resolution No. 848 dated October 21, 1995.

According to these rules, a housing subsidy recipient is obliged to notify the Pension Fund of Ukraine within 30 calendar days from the moment circumstances affecting the granting of the housing subsidy arise.

What changes in family composition must be reported for the subsidy

You must notify the Pension Fund about:

  • changes in the composition of members registered in the residential premises or house of the household;
  • changes in the family composition of a household member;
  • change in the social status of household members, in particular acquiring the status of a pensioner or a person with a disability.

Purchase of real estate, car, or large expenses: when to inform the Pension Fund

Subsidy recipients must inform the Pension Fund about:

  • a one-time purchase exceeding 100,000 hryvnias;
  • acquisition or obtaining ownership rights to real estate valued over 100,000 hryvnias;
  • purchase, including on credit, of generating installations exceeding 150,000 hryvnias;
  • obtaining ownership rights to vehicles (except mopeds and trailers);
  • obtaining ownership rights to residential premises in cities or urban-type settlements.

At the same time, real estate located in rural areas does not affect the right to receive a subsidy, but its acquisition must also be reported to the Pension Fund authorities.

Currency, deposits, and large incomes: which financial transactions are considered

The following financial circumstances must be reported:

  • transactions involving the purchase of cash and non-cash foreign currency or bank metals totaling more than 50,000 hryvnias. This refers to all such transactions carried out within 12 months;
  • opening a deposit account or purchasing bonds for more than 100,000 hryvnias;
  • receiving a one-time income exceeding 25 times the subsistence minimum for able-bodied persons.

Exceptions include targeted charitable assistance, insurance payments for medical and social aid, inheritance in the form of real estate or its main part, as well as grants or scholarships for education.

Stay abroad and other circumstances affecting the subsidy

Subsidy recipients must also inform the Pension Fund about:

  • a household member or their family member staying abroad for a total of more than 60 days;
  • conditions under which the right to receive a subsidy for excess housing area is lost;
  • payment for housing and communal services, expenses for managing an apartment building, purchase of liquefied gas, solid or liquid household stove fuel by a third party at their expense or by an executive body using local budget funds.

Additionally, it is necessary to report changes in the list of housing and communal services and the conditions of their provision, change of manager or service provider, as well as the creation of an association of co-owners of an apartment building.

How to notify the Pension Fund about changes for the subsidy

You can submit updated information to the Pension Fund of Ukraine in several ways:

  • in person — by visiting any service center of the Pension Fund of Ukraine;
  • online — through the Pension Fund's electronic services web portal after authorization using a qualified electronic signature or Diia.Signature;
  • by mail — sending a letter with the relevant information to the territorial body of the Pension Fund of Ukraine.

It is necessary to report changes within 30 days from the moment they occur, as such circumstances may affect the right to receive a housing subsidy and its amount.
