The government updated the rules for providing one-time financial assistance to victims at critical infrastructure facilities, defining the procedure for additional payments, the circle of recipients, and the deadlines for exercising the right to payments.

The Cabinet of Ministers adopted changes to the procedure for appointing and paying one-time financial assistance to persons who suffered as a result of Russian military aggression while staying or working at critical infrastructure facilities.

The document clarifies the mechanisms for receiving payments, the circle of persons entitled to assistance, as well as the procedure for its calculation in case of a change in the disability group.

The amount of one-time financial assistance remains unchanged. Persons with disability group I can receive 800 thousand UAH, group II — 500 thousand UAH, group III — 200 thousand UAH. In case of a person's death, the payment amounts to 1 million UAH.

The government also detailed the procedure for formalizing and certifying a personal order regarding the payment of assistance in case of death or injury at critical infrastructure facilities. These rules apply to employees of critical infrastructure operators, civil servants, local government officials, and other persons who were at the respective facilities at the time of the event.

The issue of additional payments in case of a change in the disability group is separately regulated. If a person has already received one-time assistance but was later assigned a higher disability group, the state will pay the difference between the previously received amount and the new amount of assistance.

In addition, the deadlines for exercising the right to receive payments are defined. Assistance can be applied for during martial law and within three years after its termination or cancellation.

The right to receive assistance will be granted to persons who suffered as a result of Russian military aggression and were at critical infrastructure facilities at the time of the event, employees of critical infrastructure operators, civil servants, and officials of local self-government bodies.

The appointment and payment of funds will be carried out by the Pension Fund of Ukraine.

The government also provided additional guarantees for victims and families of the deceased. If a person has already received another one-time or insurance payment for the same health damage or death, but its amount was less than the amount guaranteed by law, the state will compensate the difference.

Thus, affected critical infrastructure workers, civil servants, local government officials, and families of the deceased will be able to receive the full amount of assistance provided by law regardless of other sources of compensation.
