Ruslan Kravchenko: 31 Search and 15 Suspects — A Forged Document Distribution Network Exposed in Kyiv Region
Attorney General Ruslan Kravchenko announced the dismantling of a large-scale scheme for producing and distributing forged documents in the Kyiv region. Within the investigation, 31 searches were conducted, and 15 individuals were notified of suspicion.
According to the investigation, a widespread network operated in the Kyiv region engaged in the production and sale of forged documents with holographic security elements. The group included at least 15 people.
The scheme produced passports, diplomas, driver’s licenses, certificates, and notarial documents. For the group members, this was an organized business with a clear division of roles: some sought clients, others produced the forgeries, and another part was responsible for delivery and payments. Orders were accepted in person, through intermediaries, or remotely, and the finished documents were delivered by mail or hand-to-hand.
The prosecution notes that the consequences of such activity go beyond forging individual documents. Such items could be used for illegal border crossing, fraud, legalization of other people's personal data, evasion of responsibility, and interference with state registries.
During 31 searches in Kyiv and Chernivtsi regions, forged documents, holographic security elements, official seals, computer equipment, and other evidence of illegal activity were seized.
Currently, six participants in the scheme have been detained. Under the procedural guidance of the Kyiv Regional Prosecutor's Office, all 15 suspects have been notified of suspicion.
The pre-trial investigation is ongoing.
