In Ukraine, it is proposed to develop modern rehabilitation centers for the psychological and physical recovery of servicemen based on hospitals, as well as to introduce KPIs for family doctors with additional incentives for a high rate of patients undergoing preventive examinations.

In Ukraine, it is necessary to adapt the network of medical institutions to modern demographic realities, introduce KPIs for family doctors, and improve the efficiency of hospital management. This was reported by the Verkhovna Rada Committee on National Health, Medical Care, and Medical Insurance during the opening of the WHO Barcelona course on health financing policy.

The committee noted that the medical reform during the COVID-19 pandemic and the full-scale war has proven its effectiveness. Currently, work is underway on targeted changes aimed at improving the quality of medical services provided to patients.

The committee also emphasized that in 2026, healthcare funding will increase by 38 billion UAH compared to 2025. At the same time, in their opinion, these funds can and should be used more efficiently.

One of the directions named is the adaptation of the medical system to the real needs of the population. The committee pointed out that the healthcare network inherited from Soviet times was designed for almost 50 million citizens, while currently millions of Ukrainians are abroad, and the country faces demographic challenges. In this regard, it is proposed to strengthen the capacity of hospitals by creating rehabilitation centers and palliative care departments based on them.

Another strategic direction is the introduction of KPIs for family doctors. In particular, it is proposed to additionally incentivize doctors whose patients have a high percentage of undergoing preventive examinations among risk groups. It is expected that this will contribute to strengthening preventive work at the primary care level and reducing the burden on specialized medical care.

Furthermore, the committee considers it necessary to improve the efficiency of medical institution management. In particular, hospital general directors are recommended to abandon outdated approaches to financing based on bed places and to more actively use modern management tools, including procurement through Prozorro Market.

These issues were discussed during the panel discussion "Healthcare Financing Reform in Ukraine: Lessons from the Past and the Path to Universal Coverage and European Integration," held within the framework of the WHO Barcelona course on health financing policy.
