"Paper Mobilization": The State Bureau of Investigation Suspects Territorial Recruitment Center Employees of Mass Status Changes of Conscripts
In Vinnytsia region, the State Bureau of Investigation (SBI) has notified two officials of the Haisyn District Territorial Recruitment and Social Support Center of suspicion for entering false data into the Unified State Register of Conscripts, Conscripts, and Reservists "Oberig".
The SBI notes that combating offenses in the field of mobilization, particularly entering false information into state registers, is one of the agency's priority areas of work.
The investigation established that officials, having access to the system, changed data in the electronic records of conscripts without proper documentary grounds.
In particular, some citizens who were formally recorded as drafted for military service were returned to the conscript register. At the same time, others were entered into the register as those undergoing military service, although in fact they continued living civilian lives and were unaware of changes to their status.
A case of unjustified cancellation in the "Oberig" system of data on violations of military registration rules, the so-called "search by TRC," was also documented.
According to investigators, such actions have been carried out systematically since at least April 2025.
The pre-trial investigation is ongoing. Other possible cases of changes to the register are being checked, as well as the possible involvement of other servicemen of the Territorial Recruitment and Social Support Centers of Vinnytsia region and their leadership in similar actions. Information about possible benefits received by the suspects for manipulating the database is also being verified.
One serviceman has been notified of suspicion under Part 1 of Article 362 of the Criminal Code of Ukraine — unauthorized alteration of information in automated systems by a person with access rights. The other is charged with a similar offense committed repeatedly under Part 3 of Article 362 of the Criminal Code of Ukraine.
The sanctions of these articles provide for punishment ranging from corrective labor for up to 2 years or imprisonment for up to 6 years.
