Preparation has begun for the opening of Cluster 1 'Foundations of the EU Accession Process' with Ukraine
The Cypriot Presidency of the EU Council has officially started preparations for the opening of Cluster 1 "Foundations of the EU Accession Process" with Ukraine. This was announced by the Chief Negotiator, Deputy Prime Minister Taras Kachka on the sidelines of the Ministerial meeting of the OECD Council, reports the Office of the Deputy Prime Minister for European and Euro-Atlantic Integration.
"Reaching agreements with Hungary has paved the way for the completion of the member states' decision preparation regarding the opening of the Cluster: at the meeting of the Committee of Permanent Representatives of the EU member states to the European Union (COREPER), the decisions necessary to complete the preparatory procedures were unanimously supported," the statement reads.
The agreements with Hungary specifically concern the implementation of the Action Plan on the protection of the rights of persons belonging to national minorities, approved by the Government in May 2025. This involves the implementation of measures outlined in the European Commission's recommendations within the framework of Ukraine's preparation for the opening of Cluster 1.
The next important step is to hold the Intergovernmental Conference in Luxembourg and the official opening of the Cluster.
The Deputy Prime Minister expressed gratitude to the Cypriot Presidency, the European Commission, and the EU member states for supporting the EU enlargement policy and their unwavering commitment to supporting Ukraine's progress towards membership.
It was previously reported that Ukraine may begin negotiations on EU accession as early as June 15.
