Video call with relatives instead of certificates: how the new procedure for the return of Ukrainians from the TOT will work
The Government of Ukraine is launching a one-year experimental project that simplifies the return of citizens from temporarily occupied territories. This was announced by the Prime Minister of Ukraine, Yuliia Svyrydenko.
According to the government decision, Ukrainian citizens born after August 24, 1991, in temporarily occupied territories and who do not have information about themselves in state registers will be able to obtain a return identity document to Ukraine.
The document will be issued through designated Ukrainian diplomatic missions abroad. To establish identity, information from state registers will be used, and if this data is insufficient — confirmation from close relatives, including via video call.
The new mechanism applies to citizens who, due to occupation, have been left without valid Ukrainian documents and have effectively lost the ability to legally return to territory controlled by Ukraine.
The certificate can be issued free of charge through designated Ukrainian diplomatic missions abroad, including in Turkey, Georgia, Armenia, Kazakhstan, and other countries.
For children under 16 years old, applications can be submitted by parents or legal representatives.
“In practice, this means that more of our citizens will be able to leave the occupation or territory of Russia and return to territory controlled by Ukraine. The state is creating a clear and accessible mechanism for this, which will work even in difficult life circumstances,” said the Prime Minister.
