From 16 years old and only after a traffic rules course: electric scooters may receive full regulation
In recent years, electric scooters, unicycles, and other small electric transport have transformed from a "city hobby" into full-fledged participants in road traffic, but the legislative framework has not kept pace with this development. Against the backdrop of an increase in traffic accidents, the lack of mandatory driver training, and unified safety standards, a new petition has been registered in Ukraine demanding comprehensive regulation of this area — from training and licensing to insurance and age restrictions.
Regulation of electric scooters in Ukraine: proposed changes
An initiative has been submitted to the Cabinet of Ministers demanding the introduction of mandatory training, licensing, insurance, and age restrictions for users of electric scooters, electric bicycles, unicycles, segways, and other small electric transport.
The appeal emphasizes that today it is possible to operate vehicles capable of reaching speeds of 20–50 km/h and more without any preparation, knowledge of traffic rules, or insurance coverage. According to the authors, this creates systemic risks to the safety of pedestrians and the users themselves.
The petition is registered under number 41/010052-26ep. The collection of signatures began on June 5, 2026, and will last 92 days. To consider it, 25,000 signatures are required.
What is proposed for electric transport: driver and safety requirements
The initiative envisions comprehensive legislative regulation. Key proposals include prohibiting the operation of small electric transport by persons under 16 years old, introducing mandatory training and testing of traffic rules knowledge for users of high-speed devices, as well as introducing a special certificate or license to operate.
It is separately proposed to introduce mandatory civil liability insurance, establish technical requirements for the condition of the transport (including brakes, lighting, and other safety systems), and make the use of protective helmets mandatory. Additionally, the initiators insist on defining clear traffic rules, speed limits, and liability for violations.
Electric transport in Ukraine: current rules and legal status
At the same time, systemic legislative regulation of this area is already being discussed in Ukraine. As reported by the "Judicial and Legal Newspaper", draft law No. 15284 "On the peculiarities of using small electric transport in Ukraine" has been registered in the Verkhovna Rada, which aims to define the legal status of electric scooters, unicycles, segways, electric bicycles, and other similar means.
The need for the document is explained by the increase in traffic accidents involving such transport and the absence of a special law that would comprehensively regulate its use. Currently, this area is regulated fragmentarily — through general provisions of traffic legislation and traffic rules.
The draft law proposes to establish the concept of "small electric transport" as one-, two-, or three-wheeled mechanical means with an electric motor, as well as to define rules for their movement. In particular, movement is envisaged mainly on bike lanes, as well as on the rightmost part of pedestrian zones and sidewalks with mandatory priority for pedestrians.
Speed of electric scooters and rental services: restrictions and requirements
The document also sets speed modes depending on infrastructure: up to 50 km/h on separate bike lanes and up to 10 km/h in pedestrian zones or adjacent bike lanes.
It separately provides for stricter requirements for electric scooter rental services: companies must technically limit speed depending on the environment. In pedestrian zones, a limit of up to 15 km/h is proposed, and on more "open" bike lanes — up to 55 km/h.
Driving under the influence of alcohol, drugs, or medication intoxication is also prohibited.
Liability for violations of electric scooter use rules
Legislative proposals include amendments to the Code of Ukraine on Administrative Offenses, in particular the introduction of a new Article 126-1 regarding violations of small electric transport use rules.
For the first violation, a fine of 1700 UAH is proposed, for repeated violations — 3400 UAH with confiscation of the vehicle, and for systematic violations — 17,000 UAH and corrective labor.
Electric scooter safety: technical inspection, minimum driving age, and condition control
Earlier, the issue of introducing a technical control system for electric scooters similar to cars was also raised — through certification at the time of sale or periodic technical inspection.
Potential requirements discussed included checking brakes, tires, lighting, frame, and battery. Separately, the possible establishment of a minimum driving age of 14–16 years was mentioned, which should harmonize electric transport use rules with other road users.
In summary, all initiatives are aimed at forming a unified system for regulating small electric transport, which should reduce accidents and increase road safety in Ukraine.
