At the Council of Judges meeting, attended by 26 of the 30 elected members, a decision was made to convene the XXI extraordinary Congress of Judges of Ukraine. The Council Chairman Vitaliy Salikhov emphasized that the meeting aimed to address urgent issues, the key one being the election of eight members of the High Council of Justice, as their terms expire in January 2027.

In the context of ongoing judicial reforms and the need to ensure the uninterrupted functioning of judicial governance bodies, the decision of the Council of Judges of Ukraine to convene the XXI extraordinary Congress of Judges is an important organizational step aimed at maintaining the stability of the judicial system and strengthening its institutional capacity.

According to the Council's decision, the XXI extraordinary Congress will take place on September 2, 2026, in Kyiv. The preliminary agenda of the Congress will include two important issues:

  • Appointment of judges to the Constitutional Court of Ukraine;
  • Election of eight members of the High Council of Justice.

In addition to preparing for the Congress, the Council of Judges at the same meeting proposed that the High Council of Justice begin selecting candidates for the Competition Commission to conduct the competition for positions of members of the High Qualification Commission of Judges of Ukraine (HQCJ).

An important issue at the meeting was the approval of criteria for increasing the number of judicial assistants. In conditions of staff shortages and excessive workload, an objective assessment of the need for additional personnel is critical to ensuring citizens' right to reasonable timeframes for case consideration.
