The Kyiv city authorities rejected an electronic petition calling not to raise fares for public transport until the end of martial law.

In the response to the petition, it is noted that the current fare of 8 UAH per trip has been in effect since 2018 and has not been revised since then.

The city administration points out that the total volume of metro transportation in 2025 amounted to 249.1 million passengers, which is 50.2% less compared to 2018 (496.1 million passengers). The volume of ground public transport transportation in 2025 was 277.6 million passengers, which is 19.9% less compared to 2018 (346.7 million passengers).

The cost of transportation has significantly increased since the last fare change due to the need to raise wages for transport enterprise employees in accordance with Ukrainian laws on the State Budget of Ukraine and collective agreements of municipal enterprises, as well as increases in the cost of energy, materials, raw materials, and necessary services, among others.

According to transport enterprises' calculations, the planned fares for 2026 for passenger transportation are: 64.60 UAH for metro rides, 44.14 UAH for ground transport (tram, trolleybus, funicular, bus).

At the same time, the Kyiv City State Administration draws attention to significant changes in the country's and capital's economy since the fare increase in July 2018, including:

  • The consumer price index for 2018–2025, according to calculations by the State Statistics Service of Ukraine published on the official website, taking into account the expected figure for 2026 determined by the Cabinet of Ministers of Ukraine resolution dated August 6, 2025, No. 946 "On Approval of the Forecast of Economic and Social Development of Ukraine for 2026–2028," amounts to 233.5%;

 

  • The minimum wage, according to the provisions of the laws of Ukraine on the State Budget for the respective year, has increased by 4,924 UAH, or 2.3 times: from 3,723 UAH in 2018 to 8,647 UAH as of January 1, 2026; the average salary in Kyiv increased by 32,263 UAH, or 3.4 times: from 13,388 UAH in March 2018 to 45,651 UAH in February 2026;

The electricity tariff increased 6.6 times:

  • from 2.25 UAH/kWh (average actual tariff for 2018 according to transport enterprises' data) to 14.93 UAH/kWh;
  • The cost of diesel fuel increased 2.7 times: from 24.26 UAH/l (average actual price for 2018 according to Kyivpastrans data) to 65.33 UAH/l (average monthly actual price for January-April 2026 according to Kyivpastrans data).

Therefore, the Kyiv City State Administration notes that because the current passenger fare is significantly lower than the economically justified level and the cost of passenger transportation is rising, the financial result of the municipal enterprises "Kyiv Metro" and "Kyivpastrans" is a loss.
