Will there be fewer power outages after the shelling: Ukrainians were explained what the common energy market with the EU will change
As reported by the "Judicial and Legal Newspaper", in April President Volodymyr Zelenskyy signed law No. 4834-IX on the unification of the energy markets of Ukraine and the European Union. The document creates legal conditions for the integration of the Ukrainian electricity market into the EU internal energy market.
It is expected that the new rules will contribute to strengthening energy security, developing competition, and attracting investments in the energy sector.
Many consumers wonder whether the new model will help reduce the risks of power outages. This question remains especially relevant amid new Russian attacks on energy infrastructure and the threat of capacity shortages.
The Verkhovna Rada Committee on Energy and Housing and Communal Services explained what changes for consumers are provided by law No. 4834-IX on the unification of the energy markets of Ukraine and the European Union.
In particular, the Committee emphasized that the document does not introduce stricter rules for Ukraine than those in force in EU countries. On the contrary, for the transitional period, the law contains a number of more lenient norms compared to European requirements.
Overall, the legislative changes comply with EU rules, but some provisions will be implemented gradually or will apply only under difficult conditions in the energy sector.
The Committee also noted that integration into the EU common energy market may become one of the factors that will help reduce the risks of power outages in Ukraine amid damage to energy infrastructure and Russian attacks.
After joining the European market, the procedure for importing electricity will become simpler, allowing an increase in supplies from EU countries in case of shortages. Thanks to this, part of the needs of Ukrainian consumers can be covered by imports, which will contribute to reducing the number of outages.
The Committee reminded that Ukraine already has the ability to purchase electricity from the EU. However, currently this process requires conducting auctions, finding sellers, and going through a number of procedures. The new law is expected to simplify, speed up, and automate import mechanisms.
It is expected that from 2028 Ukraine will be able, if necessary, to import electricity the day after the need arises. Currently, the processing of such supplies can take several days.
