The healthcare sector remains one of the leaders in Ukraine's European integration process. Already today, a significant part of medical legislation is adapted to the norms of the European Union, and a number of new legislative initiatives necessary for further rapprochement of the Ukrainian healthcare system with European standards are under consideration.

This was reported by the Verkhovna Rada Committee on National Health, Medical Care, and Medical Insurance following participation in the National Forum "Healthy Ukraine 2030: Strategy, Partnership, European Horizon."

Within the framework of a panel discussion, representatives of parliament, government, and international organizations discussed the prospects for the development of Ukrainian medicine on the path to EU membership. 

The Committee emphasizes that European integration remains one of the key priorities for both the parliamentary Committee and the Ministry of Health. In recent years, Ukraine has already adapted a significant part of its legislation to EU norms, particularly in the fields of public health and blood donation. The Verkhovna Rada also adopted a law on medicinal products, which brings the system of medical drug circulation in line with European standards.

At the same time, large-scale reforms are being implemented amid a full-scale war. Despite the difficult security situation and additional challenges for the medical system, Ukraine continues to fulfill its obligations to European partners and does not stop the process of reforming the sector.

The Committee notes that the realities of war have significantly influenced the development of the medical field and defined new priorities. These primarily concern rehabilitation, prosthetics, reconstructive surgery, treatment of complex combat injuries, as well as the development of a mental health support system.

During the forum, participants also outlined a list of priority European integration bills currently under joint work. Among them are legislation on cross-border medical care, amendments to the law on medicinal products, regulation of substances of human origin (SoHO), issues of psychoactive substances, as well as ratification of the WHO Protocol on the elimination of illicit trade in tobacco products.

The Committee separately drew attention to the changing attitude of international partners toward the Ukrainian medical system. If at the beginning of the full-scale invasion Ukraine turned to foreign partners for help in training medical personnel to work with complex injuries, the situation has now significantly changed.

It is noted that today European countries increasingly turn to Ukraine to adopt the Ukrainian experience in treating the wounded, organizing medical care in wartime conditions, rehabilitation, and recovery of patients after severe injuries.

The Committee on National Health, Medical Care, and Medical Insurance emphasizes that such interest from international partners indicates a high level of development of Ukrainian medicine and its contribution to the formation of modern approaches to providing medical care in crisis conditions.
