The government allowed IDPs to initiate the creation of special IDP councils
The Cabinet of Ministers adopted a resolution aimed at strengthening the capacity of Councils on internally displaced persons and expanding their participation in decision-making regarding support and integration of IDPs.
As reported by the Ministry of Social Policy, the document provides for the possibility of creating IDP Councils on the initiative of the internally displaced persons themselves and local self-government bodies. It is expected that this will contribute to more effective consideration of the needs of displaced persons during the development and implementation of decisions at the local level.
In addition, the Model Regulation on the Council on internally displaced persons has been clarified. In particular, the main tasks of such councils have been specified, mechanisms to ensure openness and transparency of their activities have been defined, and interaction with the bodies under which they are established has been strengthened.
Furthermore, authorities and local self-government bodies are recommended to more actively involve IDP Councils in preparing support programs for internally displaced persons, as well as in developing decisions concerning the protection of their rights and interests.
Separate provisions of the document regulate the procedure for forming the composition of IDP Councils and the procedure for making changes to it.
Also, it should be noted that the Cabinet of Ministers adopted a number of decisions aimed at supporting internally displaced persons and providing housing for family-type orphanages.
