The Cabinet of Ministers changed the rules for obtaining water use permits: what will now be easier
The Cabinet of Ministers has improved the Procedure for issuing, reissuing, and terminating permits for special water use. The decision is aimed at simplifying procedures in the field of water use in accordance with the requirements of the Water Code of Ukraine and European approaches to water resource management. This was reported by the Ministry of Economy, Environment, and Agriculture.
The updated procedure regulates the requirements for obtaining, reissuing, or terminating permits in electronic form through the information system of the State Water Agency and its territorial bodies. The procedure for establishing water use limits for water users has also been simplified, the procedure for using electronic signatures, coding of water intake locations, and protection of applicants' information have been improved.
Special attention is paid to environmental protection measures in permits for special water use, which must be carried out by water users to achieve water-ecological goals defined by river basin management plans.
"Today it is important to create transparent, clear, and modern rules in the field of water use. The digitalization of permitting procedures is a simplification of access to administrative services and an important step towards effective water resource management in accordance with European standards and the basin management principle," said Deputy Minister of Economy, Environment, and Agriculture of Ukraine Iryna Ovcharenko.
The Government resolution "On Amendments to the Procedure for Issuing, Reissuing, and Terminating (Revoking, Declaring Invalid) Permits for Special Water Use" will simplify the interaction of water users with state authorities, increase the transparency of the permitting system, and ensure an adequate level of information protection when providing administrative services in the field of water use.
Increasing the transparency of the permitting system and simplifying procedures for water users will contribute to the further implementation of modern approaches to water resource management in Ukraine under current conditions.
