Ukraine is simplifying the path to higher education for youth from temporarily occupied territories by offering admission without the NMT, guaranteed budget places, and cash payments. The state's task is to do everything so that children from TOT feel comprehensive support and can safely connect their future with Ukraine.

From June 1 to September 30, the educational centers "Crimea-Ukraine" and "Donbas-Ukraine" operate, which will help applicants from TOT become students of Ukrainian universities.

The Verkhovna Rada Committee on Education, Science and Innovation noted that this mechanism has been in place since 2016 and has effectively become one of the most important tools for maintaining the connection of youth from temporarily occupied territories with the Ukrainian education system. This year's admission conditions provide additional support mechanisms and simplified procedures for certain categories of applicants.

The committee explained that admission conditions depend on when exactly the applicant left the temporarily occupied territory.

For those who are on TOT or left after October 1, 2025, the right to enter without taking the NMT is provided. Admission takes place through educational centers based on an interview, and some procedures can be completed remotely.

For those who left TOT before October 1, 2025, NMT results are required for admission. However, Quota-2 applies to them (from 10% to 40% of budget places depending on the institution), which practically guarantees studying at the expense of the state budget.

The committee also reported that additional support mechanisms are provided:

– a one-time state aid of 50,000 UAH for youth under 23 years old;

– the opportunity to take a zero course, which helps to adapt to studies and can provide up to 15 additional competitive points if enrolling in the same educational institution in specialties that receive special state support;

– free accommodation during the admission campaign;

– preferential living conditions in dormitories;

– social scholarships and other support tools after admission.

In addition, the committee emphasized that personal data of applicants from TOT are not disclosed in ranking lists – codes are used instead, which is an important element of applicant security.
