In Kyiv, the death of a man after mobilization measures is being investigated, – Dmytro Lubinets
In Kyiv, the circumstances of the death of a man who was hospitalized earlier this year with rib fractures and a chest injury are being investigated. According to the Commissioner of the Verkhovna Rada for Human Rights, Dmytro Lubinets, the victim claimed that the injuries were inflicted by police officers and the Territorial Recruitment and Social Support Center (TRSSC) staff.
“In January 2026, a man with rib fractures and a chest injury was hospitalized in one of Kyiv's hospitals. According to him, the injuries were caused by police officers and TRSSC employees,” he said.
At the initiative of the Office of the Ombudsman of Ukraine, the prosecutor's office opened a criminal case on the possible abuse of official powers.
“However, the further circumstances of this case raise even more questions. Documents obtained from the medical institution confirmed that the man died a few days after hospitalization. But even after his death, what is mandatory in cases of possible violent death — an autopsy — was not performed.
The body was handed over to the family for burial without conducting an examination. As a result, today society, the deceased's relatives, and the investigation still do not have answers to the most important questions: what exactly caused the man's death and whether the injuries he sustained are related to the fatal outcome. The absence of an autopsy could complicate establishing the truth in the case and preserving important evidence.
Subsequently, again only at our initiative, another criminal proceeding was opened regarding the possible improper performance of professional duties by medical workers.
While investigations of this high-profile case continue, new videos and citizen testimonies about actions during mobilization measures appear daily on social networks. Another case occurred in Cherkasy region. A man claims that he was stopped by people in civilian clothes who refused to identify themselves. After asking them to explain their actions, he heard threats, and attempts were made to damage his car,” he said.
Dmytro Lubinets emphasized that each such story affects not only the individual. It undermines society's trust in state institutions.
“That is why such cases cannot remain without proper investigation and legal assessment.
At the same time, I want to emphasize: in my work, I am guided not by emotions or public moods, but exclusively by facts and the law. When information about possible human rights violations arrives — I always respond. As another example: recently, my representatives checked a high-profile case in the Odessa pre-trial detention center regarding possible humiliation of a TRSSC employee. During the monitoring visit, circumstances were revealed that require further investigation by law enforcement agencies. The materials have been submitted for appropriate response.
For me, there are no “right” or “wrong” victims. If human rights are violated — there must be accountability for those responsible.
Every case of possible arbitrariness, violence, or humiliation of human dignity must be thoroughly investigated, and the guilty must be held accountable. The law must be the same for everyone. Only in this way can citizens' trust in the state and its institutions be preserved,” he added.
