The Cabinet of Ministers allowed providing some services to IDPs without documents
The Cabinet of Ministers amended the CMU resolutions dated 22.12.2023 No. 1352 "On approval of the Procedure for the use of state budget funds for the development of the social services system, including support for children with disabilities" and dated 17.09.2025 No. 1169 "Some issues of support for internally displaced persons."
Interaction between transit centers, local self-government bodies, and healthcare institutions (including primary medical care, psychiatric care), including those providing long-term nursing care services, and social shelter service providers has been strengthened. The executive body of the village, settlement, or city council has been granted the possibility to make decisions on providing social services within the framework of an experimental project introducing a contractual form of providing shelter social services to persons with limited mobility among internally displaced and evacuated persons.
The procedure for exchanging information about available places at nursing care providers, shelters, and the needs for accommodation of internally displaced persons has been defined. Requirements for the presence of a social worker / social work specialist to ensure quality provision of the social component of support within nursing care have been specified.
A higher-quality two-stage tool for assessing the individual needs of service recipients has been introduced.
The approval by the Ministry of Social Policy of forms for determining persons' limited mobility, assessing individual needs, individual relocation plans, and further integration created during service provision, as well as approval of the form of the act on providing nursing care services to the recipient, is envisaged.
The preparation of an act on service provision by a social worker / social work specialist for analyzing the work performed and familiarizing the nursing care recipient with its results, taking into account the measures of the individual relocation plan, is envisaged; this act is also to be transferred to the executive body of the local council where the service recipient will relocate to organize continuous support at the new place of stay/residence.
Provision of services without documents is envisaged.
The maximum cost of services has been increased taking into account the provisions of the CMU resolution dated 26.12.2025 No. 1750 "Some issues of remuneration of employees of social and rehabilitation service providers."
