Volodymyr Zelenskyy enacted the NSDC decision on the concept of countering terrorism in Ukraine
President of Ukraine Volodymyr Zelenskyy enacted the NSDC decision dated April 6 "On the Concept of Countering Terrorism in Ukraine." This is stated in decree No. 492/2026.
"Enact the decision of the National Security and Defense Council of Ukraine dated April 6, 2026 'On the Concept of Countering Terrorism in Ukraine,'" the document says.
According to the act, the Concept of Countering Terrorism in Ukraine has been approved. At the same time, the President of Ukraine's decree dated March 5, 2019 No. 53/2019 "On the Concept of Countering Terrorism in Ukraine" is recognized as invalid.
The purpose of the proposed Concept is the implementation of state policy in the field of national security regarding counterterrorism. It is noted that the fight against terrorism in Ukraine is based on legislatively defined principles of terrorism prevention, taking into account universally recognized norms of international law and international standards in the field of counterterrorism.
The document identifies the Russian Federation as the key source of external terrorist threat.
"The terrorist threat to Ukraine's national interests manifests in various forms, but the greatest threat is posed by terrorist activities of the armed formations of the Russian Federation. Alongside the use of military force, terrorist acts are committed, aimed, in particular, against the civilian population, critical infrastructure facilities and supply chains, components of the security and defense sector forces and means, law enforcement system, their personnel," the document states.
The concept also recognizes the threat from international terrorist organizations, including through involving children in terrorist activities, acts of cyberterrorism, and the use of new technologies for terrorist purposes, including advanced developments in the fields of aviation.
Among internal threats, the presence of a large number of critical infrastructure facilities in the country is highlighted, the location of critical infrastructure facilities and supply chains in territories where hostilities are ongoing and temporarily occupied by the Russian Federation, the spread of disinformation and destructive propaganda, the rise in crime related to the illegal circulation of firearms, ammunition, explosives, and poisonous substances.
