The government approved the State Policy Strategy on Internal Displacement for the period up to 2030 — a document that establishes a unified state approach to supporting internally displaced persons (IDPs) and the communities that receive them. This was reported by the Ministry of Social Policy.

“Previously, Ukraine did not have a unified support route for internally displaced persons — separate solutions helped to meet certain needs, but they were not combined into a comprehensive system. The strategy up to 2030 defines such a route for the first time: from the moment of displacement to integration into the community or voluntary return home,” said the Minister of Social Policy, Family and Unity, Denys Ulyutin.

The Strategy provides comprehensive and continuous support for IDPs, covering all stages: from the moment of displacement to adaptation, integration, or voluntary return, focusing on restoring independence and the individual needs of each person.

To achieve this, the Strategy outlines several key directions: strengthening the coordination of state policy regarding IDPs, supporting adaptation and integration into host communities, targeted assistance to people and communities, as well as creating conditions for safe return.

In particular, the creation of a coordination platform involving government authorities, public and international organizations is planned. It is intended to become a space for joint work on solving problematic issues of IDPs and improving legislation in the field of internal displacement.

The launch of a unified digital platform to support IDPs is also planned, through which people will be able to receive necessary information and services, and the state will better take into account the needs and feedback of IDPs.

Special attention is given to strengthening the work of multidisciplinary teams in transit centers so that people can receive basic assistance faster, undergo individual needs assessments, and receive necessary support after displacement.

The Ministry of Social Policy adds that an important part of the Strategy is the development of a personal support route for IDPs and their families, support for host communities, development of housing solutions, employment opportunities, and economic independence of internally displaced persons.
