A new state award introduced in Ukraine: who will receive the "Community-Rescuer" award
The President of Ukraine Volodymyr Zelenskyy signed Decree 491/2026, which established the honorary award "Community-Rescuer." The new award is introduced to recognize territorial communities whose residents demonstrate courage, solidarity, and extensive support during the resistance against the armed aggression of the Russian Federation.
The respective decree approved the regulations on the award, as well as its appearance — including a statuette, a commemorative plaque, and a case. The Cabinet of Ministers and the State Administration of Affairs were tasked with ensuring the production of the award and necessary elements, resolving financial support issues for the respective measures in the prescribed manner.
The decree comes into force on the day of its official publication.
How the award will be granted
The honorary award "Community-Rescuer" will be conferred by decree of the President of Ukraine. Repeat awarding is not provided.
Submissions can be made by the Cabinet of Ministers of Ukraine, as well as regional and Kyiv city state (military) administrations. They must contain information about communities that provide systematic humanitarian aid, support frontline territories, participate in strengthening the country's defense capability, and assist defense forces.
What communities will receive
The community awarded will be presented with:
- a statuette with a case;
- a commemorative plaque.
Award ceremony
The award will be presented by the President of Ukraine or authorized officials, taking into account security requirements. The relevant decree will be announced before the presentation.
